The document stated that from September 27 to 30, 2025, storm No. 10 made landfall in Vietnam with very strong winds, a wide range of influence, a long duration of the storm, accompanied by very heavy rain over a wide area, causing great devastation, heavy loss of life and property, greatly affecting the lives and production of people in the Northern and North Central provinces.
In order to promptly support customers to overcome difficulties and restore production and business, the State Bank of Vietnam requires credit institutions, foreign bank branches and State Bank branches in Regions (1, 3, 4, 5, 6, 7, 8, 9, 11, 12) to implement a number of contents.
Accordingly, the State Bank directed branches and transaction offices to proactively review and assess the situation of customers who are borrowing capital to promptly apply support measures and remove difficulties for customers such as: restructuring debt repayment terms, considering loan interest exemptions and reductions, continuing to provide new loans to restore production and business after the storm according to current regulations; handling debts for customers who have suffered loan losses according to the provisions of Decree 55/2015/ND-CP dated June 9, 2015 of the Government on credit policies for agricultural and rural development, amended and supplemented by Decree 116/2018/ND-CP and Decree No. 156/2025/ND-CP; Decision No. 50/2010/QD-TTg dated July 28, 2010 of the Prime Minister on promulgating the mechanism for handling risky debts at the Vietnam Bank for Social Policies was amended and supplemented by Decision No. 08/2021/QD-TTg.
In addition, guide customers who are borrowing capital to complete documents and implement debt settlement measures according to regulations (if any).
The State Bank of Vietnam also requested the State Bank branches in the Regions to act as focal points to direct credit institutions in the area to urgently deploy customer support to help overcome the damage caused by storm No. 10; at the same time, coordinate with departments, branches and sectors in the area to advise the People's Committees of provinces and cities on solutions to support people affected by damage and areas damaged by storm No. 10.
The Chairmen of the Board of Directors/Board of Members, General Directors of credit institutions and Directors of State Bank branches in the above-mentioned areas are requested to urgently implement the contents of the Official Dispatch.
During the implementation process, if any difficulties or problems arise beyond the authority of credit institutions and State Bank branches in the Regions, they must promptly report to the State Bank of Vietnam for consideration and handling.
