Efforts to restore power

The Ministry of Industry and Trade issued Notice No. 9247/BCT-ATMT dated November 23 on the report on flood response and recovery work in the Central region.

Regarding the response situation of corporations and general companies in the Industry and Trade sector, the announcement stated that in order to prepare for storm response, large corporations such as Vietnam Electricity Group (EVN), Vietnam National Energy and Industry Group ( Petrovietnam ), Vietnam National Coal and Mineral Industries Group (TKV), Vietnam National Petroleum Group (Petrolimex)... have issued telegrams, documents, and held meetings to direct units and inspect flood response preparations at some key points at risk of being affected.

In addition, EVN is focusing resources, urgently and resolutely implementing tasks to overcome the damage caused by floods. EVN and the Power Corporations have arranged for Group Leaders and Corporation Leaders to directly direct the work of overcoming power grid system problems in the provinces of Ha Tinh, Quang Tri, Hue City, Da Nang City, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa to soon restore power supply, ensuring safe power supply for production and daily life of people in affected areas.

As of 11am on November 23, according to EVN's report, the 110kV transformer station and 110kV line have been completely restored. The power companies of Quang Tri, Hue, Da Nang and Quang Ngai have completely restored.

Implementing the direction of the Prime Minister and the Minister of Industry and Trade, EVN has directed units to mobilize maximum staff and workers from many units to quickly overcome the problem to restore power supply soon, ensuring safe power supply for production and daily life of people in affected areas.

On November 21, the Central Power Corporation issued Official Dispatch No. 8643/EVNCPC-AT on ensuring electrical safety when restoring power supply to the downstream, requesting Gia Lai, Dak Lak, Khanh Hoa power companies, the representative of EVNCPC's capital at Khanh Hoa Power Joint Stock Company, to fully assess the risks caused by flooding and waterlogging for many days to prepare plans and mobilize maximum human resources to restore power supply immediately after the water recedes...

Market control, anti-speculation and hoarding

On November 20, the Department of Domestic Market Management and Development (Ministry of Industry and Trade) issued Official Dispatch No. 3413/TTTN-VP requesting the Department of Industry and Trade of the provinces to direct the Market Management Sub-Departments to regularly monitor market developments and situations; strengthen market supervision, inspection and control, organize on-duty, promptly detect and strictly handle acts of taking advantage of natural disasters to speculate, hoard goods, unreasonably increase prices of essential goods, gasoline, supplies, equipment, construction materials in home repairs (especially bricks, tiles, roofing sheets, corrugated iron, iron and steel...).

In addition, regarding the situation of essential goods reserves, according to the announcement, the provision of food and relief goods is being carried out from the national reserve according to the Government's direction to Khanh Hoa, Gia Lai, Dak Lak provinces and some severely affected localities; the localities have received and initially distributed to households that have been flooded, lost food, and lacked clean water.

Some transport and aviation businesses organize to support the transportation of relief goods for free, helping to shorten the time it takes to deliver goods to isolated areas.

The Ministry of Industry and Trade has also issued a telegram requesting the Departments of Industry and Trade to closely monitor developments in supply and prices; arrange for traders to stockpile essential goods (rice, instant noodles, drinking water, medicine, etc.); report inventory, activate mobile sales points, coordinate reserves of key enterprises, and coordinate with specialized transport forces to bring goods to isolated areas.

According to the announcement, Khanh Hoa is facing difficulties in transporting food, drinking water and medical supplies to some areas due to traffic disruptions in many areas; local authorities have set up gathering points and coordinated with businesses and relief forces for distribution.

In Gia Lai and Dak Lak, the Department of Industry and Trade coordinated with businesses (traders, distribution systems) to prioritize the transportation of essential goods to flooded areas; at the same time, reported urgent needs for a number of isolated communes.

Regarding market stabilization measures, the announcement clearly stated that national/local reserves should be activated if necessary, mobile sales points should be deployed, prices should be checked, and hoarding should be prevented. The Ministry and the Department also requested the Department of Industry and Trade of flood-affected provinces to monitor prices at markets and supermarkets and handle violations.
