Prime Minister: Banking industry needs to "create - accompany - share - be flexible - serve the people

Also attending the Congress were Comrade Nguyen Hoa Binh , Politburo member, Deputy Prime Minister; Party Central Committee members, leaders of ministries, branches, central agencies, and 629 delegates representing "Labor Hero" collectives, "National Emulation Fighters" individuals and advanced models representing nearly 400,000 cadres, civil servants, public employees and workers in the banking sector.

Up to 2% reduction in loan interest rates for outstanding loans affected by natural disasters

According to the State Bank, in the 2020-2025 period, officials, civil servants, public employees and workers in the banking sector will always promote the tradition of solidarity, enthusiasm for emulation, creative work, aspiration for innovation, creativity and dedication to successfully carry out the tasks set out by the Party and State.

During this period, the entire banking industry had more than 64,000 collectives and individuals recognized by the Party, State, Government and Governor, and awarded many noble awards: Labor Hero Title, Independence Medal, Labor Medal of various ranks, National Emulation Fighter Title, Government Emulation Flag, State Bank Emulation Flag.

At the Congress, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh presented noble awards of the Party and State to collectives and individuals in the banking sector, in which the State Bank of Vietnam was honored to receive the First Class Labor Medal.

Also at the Congress, the Governor of the State Bank launched an emulation movement in the entire industry for the period 2026 - 2030 with the theme "The banking industry competes to innovate, create, and pioneer with the country to enter an era of strong, civilized, and prosperous development".

According to Governor Nguyen Thi Hong, over the past 5 years, despite facing many difficulties and challenges, the Party Standing Committee and the State Bank's Board of Directors have closely followed the direction of the Party and the State to direct collectives and individuals in the banking sector to uphold the spirit of solidarity, strive to overcome all difficulties and challenges, strive to excellently complete all assigned political tasks, and achieve many important and comprehensive results in all aspects of work.

The achievements of the banking industry have made an important contribution to controlling inflation, stabilizing the macro-economy, promoting the economy to recover quickly after the COVID-19 pandemic and develop strongly, positively contributing to the country's overall results in the 2021-2025 period.

From the emulation movements, many typical advanced collectives and individuals, excellent female cadres have emerged who have always completed their assigned tasks excellently and have been awarded high-level forms by the State. These are truly beautiful flowers, typical examples for cadres, civil servants, public employees and workers in the industry to study and follow.

Within the framework of the Congress, responding to the call of the Central Committee of the Vietnam Fatherland Front, the State Bank donated 150 billion VND from officials, civil servants, public employees and workers of the banking sector to support the people of the Central Highlands - Central region who suffered losses due to floods. This is an activity demonstrating the spirit of sharing, community responsibility and the tradition of charity of the banking sector. At the same time, the banking sector committed to reducing up to 2% of lending interest rates for existing loans for businesses affected by recent natural disasters and floods.

Contribute to the implementation of current priority goals

Speaking at the event, Prime Minister Pham Minh Chinh expressed his joy at attending the Congress in an exciting atmosphere as the whole country is striving to compete to achieve results to welcome Party Congresses at all levels, towards the 14th National Party Congress.

The Prime Minister conveyed the warmest greetings, best wishes and best wishes from General Secretary To Lam, leaders of the Party, State, Central Emulation and Reward Council and individuals to the delegates. At the same time, the Prime Minister respectfully sent his condolences to families, organizations and individuals of Dak Lak, Gia Lai, Khanh Hoa, Lam Dong and other provinces and cities in the Central region for the great losses caused by recent natural disasters.

The Prime Minister recalled that more than 77 years ago (June 11, 1948), President Ho Chi Minh issued a call for patriotic emulation, officially launching the patriotic emulation movement nationwide. He stated: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic...". Since then, the spirit of "patriotic emulation" has become a great source of strength, a flag of the will and action of our entire Party, people and army.

Under the leadership of the Party, the participation of the entire political system, the support and active participation of all classes of people, many practical and effective emulation movements were born, strongly promoting the spirit of solidarity, patriotic tradition, aspiration for dedication, self-reliance, self-strengthening, national pride and self-respect, making an important contribution to the great victories of the Vietnamese revolution. Over the past 77 years, patriotic emulation has had strong and extensive developments, crystallizing into precious traditions, endogenous strength, and unique cultural features of our nation.

Emphasizing the important role of the banking industry, the lifeblood of the economy, the Prime Minister summarized the emulation movement of the industry and the achievements and results over the past 5 years in 32 words: "Open institutions, pioneering infrastructure, flexible policies, reasonable management, effective solutions, developing banks, benefiting people, and a self-reliant country".

The Prime Minister assessed that over the past 5 years, the banking industry has promptly completed and made institutional breakthroughs in currency and banking operations. Monetary policy continues to be managed proactively, flexibly, promptly, reasonably, effectively, and in a synchronous, harmonious, and close coordination with fiscal policy and other macroeconomic policies. The industry has also strongly restructured the system by completing the mandatory transfer of 04 weak commercial banks and is urgently completing a plan to handle 01 commercial bank. Banks are always pioneers in digital transformation, innovation, creativity, and development of banking services. The State Bank is the agency that promptly completed the project to streamline the apparatus. Emulation movements are substantial and effective.

On this occasion, the Prime Minister commended the State-owned commercial banks and joint-stock commercial banks for always accompanying the country and people in difficult times; congratulated and warmly commended 64,690 outstanding collectives and individuals in the emulation movements of the banking industry - bright examples, core nuclei creating a strong influence and driving force to promote the patriotic emulation movements of the industry in particular and the patriotic emulation movements in general to become increasingly substantial, effective and sustainable.

According to the Prime Minister, we are witnessing unprecedented profound changes on a global scale; the explosion of science and technology, along with increasingly present challenges regarding climate change, energy security, traditional and non-traditional security...

The Prime Minister said that in the current context, we are prioritizing macroeconomic stability, controlling inflation, ensuring major economic balances, promoting growth, rapid and sustainable development, stability for development, development for stability and people must enjoy increasing prosperity and happiness.

To achieve the two 100-year goals in 2030 and 2045, we have set a target of GDP growth of 8% in 2025 and double-digit growth in the following years. In that context, in addition to performing its functions, tasks and powers within its authority, the banking sector needs to continue to promote emulation movements, compete with other sectors, compete with units within the sector, and compete between individuals to successfully carry out the political tasks assigned to the sector and each affiliated unit.

Agreeing with the direction and tasks of emulation and patriotism identified by the banking industry, the Prime Minister outlined a number of important orientations: "Creating - accompanying - sharing - being flexible - serving the people - being effective, contributing to the stability and development of the country, so that people can enjoy the results".

Accordingly, it is necessary to continue to thoroughly grasp, propagate, disseminate and effectively and creatively organize the implementation of the Party's guidelines and policies, the State's laws and policies, President Ho Chi Minh's patriotic emulation ideology and emulation and reward work.

Emulation movements must be closely linked to the organization and implementation of key and urgent political tasks of the industry, of each agency and unit. Focus on building, perfecting and improving the quality and capacity of the "diligent - thrifty - honest - upright - impartial" banking staff. Focus on digital transformation, application of science and technology, innovation. Standardize operations with increasingly high quality, approaching that of countries around the world. Continue to take the lead, actively contribute to national target programs and social security programs, leaving no one behind.

The Prime Minister requested the banking industry to compete in maintaining discipline, competing in innovation and international integration, competing to create more diverse capital flows, competing to strengthen people's trust, competing for the common development of the country, for the national and ethnic interests, the interests of the people, harmonious interests, and shared risks.

The Prime Minister requested the banking industry to continue to unite, be unified, "one goal, one team", "unity for strength, cooperation for benefits, exchange for trust"; strengthen supervision and inspection, avoid mistakes; direct capital flows to priority areas; reduce costs, apply technology to lower interest rates, share with people, businesses and the economy; coordinate synchronously, harmoniously, reasonably and effectively between monetary policy and fiscal policy, these two policies support and enhance each other.

The Prime Minister once again expressed his confidence and trust in the banking sector to continue promoting emulation and patriotic movements, maintaining its mettle and confidence, successfully completing the goals and tasks assigned by the Party and the State, contributing to the realization of national development goals, including the current priority goals of maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, promoting rapid and sustainable growth and development of the country.
