The State Bank of Vietnam proactively innovates the work of evaluating officials from early and from afar according to Regulation 366.

On November 24, the State Bank of Vietnam (SBV) held a seminar on "Innovation in the work of reviewing, evaluating and classifying the quality of collectives and individuals according to Regulation No. 366-QD/TW at SBV".

Personnel work is key

Speaking at the opening of the seminar, Permanent Deputy Governor Doan Thai Son said that the seminar "Innovation in the work of reviewing, evaluating and classifying the quality of collectives and individuals according to Regulation No. 366-QD/TW at the State Bank" is a very important activity, taking place at a time when the entire political system is comprehensively and synchronously promoting the work of building and rectifying a clean and strong Party and political system and creating a contingent of cadres with capacity, courage and qualities to meet the requirements of rapid and sustainable development of the country.

The 13th Party Congress has clearly identified that personnel work is the "key of the keys". In the stages of personnel work, personnel assessment is considered the opening stage, the premise stage, the basis for accurately and effectively implementing all other stages, from planning, training, fostering, to rotation, appointment and implementation of personnel policies. An effective and efficient civil service must be operated by high-performance collectives and units and professional, dedicated individuals and staff. Therefore, correctly, accurately and substantially assessing the capacity of both collectives and individuals is the core problem of public administration.

Realizing that importance, the Party and the Government have issued groundbreaking directives, requiring a revolution in human resource management thinking in the political system, shifting from qualitative methods to quantitative assessment. On August 30, 2025, the Central Executive Committee issued Regulation No. 366-QD/TW on reviewing, evaluating and classifying the quality of collectives and individuals in the political system. This is an important legal basis, a breakthrough in terms of thinking, methods and modern approaches to assessment work. The Deputy Governor also said: “Regulation 366 requires that assessment must combine qualitative criteria with quantitative criteria, with special attention to results and outputs, based on progress and quality of task implementation. Assessment must be thorough, continuous, multi-dimensional, with dialogue, supervision, evidence, and especially must promote the responsibility of the leader. The regulation also emphasizes the connection between assessment and other stages of personnel work - considering assessment results as not only “self-reflection, self-correction” but also as the basis for using and implementing personnel policies.”

To concretize the Party's policy in Regulation 366, the Government is urgently completing the draft Decree regulating the assessment and classification of quality for state administrative agencies and civil servants, designed in a modern direction, thoroughly quantified by performance measurement indicators (KPIs). For the first time, "standard product/work unit" and "software system" are applied to convert, compare, determine the quantity, complexity and effectiveness of task performance. Accordingly, when data becomes the driving force of governance, when proof becomes a mandatory requirement, and when task performance results become the key criteria, all these changes will bring the work of assessing units and individuals to a new stage of development, more modern, more objective, in line with international trends and the current strong spirit of national digital transformation.

Perfecting the staff evaluation model at the State Bank

According to the Standing Deputy Governor, clearly aware of the need to comprehensively innovate the work of evaluating cadres, right from the time the Central Organization Committee and the Ministry of Home Affairs began to draft the Regulation on evaluation work, the SBV demonstrated its initiative and sense of responsibility through approaching and studying the Party and Government's regulations on the content of evaluation according to KPI. The Department of Organization and Personnel is the focal point, proactively approaching from a distance, early, comprehensively studying Regulation 366 to prepare for the innovation of evaluation work, through a survey in Khanh Hoa - one of the pioneering localities applying the quantitative evaluation system according to KPI. Working sessions with commercial banks with effective human resource management models, successfully applying the model of strategic goals and results-based evaluation and in-depth exchanges with consulting units with extensive experience in strategic management, human resource management and digital transformation in the public and private sectors. At the same time, the State Bank is developing assessment software that can integrate and connect with existing data systems of the banking sector such as document management and administration systems, national database of civil servants and public employees and other professional software; thereby helping to comprehensively manage tasks, connect, monitor progress and evaluate, and synthesize reports of results.

All these careful preparations are expected to ensure that the SBV's assessment system, when issued, must comply with both general regulations and be suitable to the specialized characteristics of the banking industry; at the same time, demonstrate the initiative, responsibility and high political determination of the Party Standing Committee and SBV's Board of Directors in taking the lead and setting an example in implementing new regulations and policies of the Party and Government.

Pointing out the importance of the Dialogue, the Deputy Governor emphasized: “Today's Dialogue is not only a conference to disseminate and communicate the policies of the Party and the Government, but also a space for dialogue, sharing of experiences, and many important contents related to innovation in thinking, methods and orientations for implementing the work of reviewing, evaluating and classifying the quality of collectives and individuals at the State Bank in the coming time.

The SBV's Board of Directors expects that the Dialogue will achieve key, specific goals: First, to disseminate, thoroughly grasp, and create a high level of consensus in the entire SBV system on the Party and Government's new policies and guidelines on quality assessment and classification for both collectives and individuals;

Second, create a scientific forum to innovate thinking, methodology, modern management tools and listen to advanced practical experiences (successes and challenges) in applying these models in both the public and private sectors;

Third, on the basis of unified perception and learning from experience, the Seminar will provide orientations and specify the roadmap for implementing the work of reviewing, evaluating and classifying quality at the State Bank in the coming time, ensuring scientific, practical and appropriate nature to the characteristics of the Industry;

Fourth, it is expected that the evaluation work will be a powerful "remote - early" tool in modern human resource management, both meeting the goal of streamlining and implementing human resource policies, promptly honoring collectives and individuals in innovation and creativity, and meeting the requirements of building a lean, elite, and proficient team of leaders, managers, party members, and civil servants to meet the requirements of tasks in the new situation.

Deputy Governor Doan Thai Son also expressed his belief that the results of today's seminar will be an extremely valuable source of input materials, helping the SBV to perfect its regulations, tools and assessment roadmap in the most scientific, comprehensive and feasible way. This is an important step for the SBV to successfully implement the Party and Government's policies, contributing to the effective development of units and staff of the banking sector in the new development period.
