Complete the organization and apparatus arrangement of the Department of Agriculture and Environment.

Pursuant to Resolution No. 07/NQ-HDND dated February 25, 2025 of the People's Council of Nghe An province on the establishment of specialized agencies under the People's Committee of Nghe An province; from March 1, 2025, the Department of Agriculture and Environment was officially established and put into operation. Immediately after its establishment, the Department of Agriculture and Environment has completed the leadership of its departments and affiliated units, directed the good implementation of the functions and tasks of the two previous Departments, leaving no legal gaps; no interruptions or delays in the implementation of records and procedures to serve people and businesses.

At the same time, the organization has developed a Project to merge public service units and the Project has been approved by the Provincial People's Committee. Focus on resolving policies and regimes for cadres, civil servants, public employees and workers according to the provisions of Decree No. 178/2025/ND-CP dated December 31, 2024 and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government (to date, 07 civil servants and contract workers have had Decisions on retirement and resignation).

The growth rate of the agriculture, forestry and fishery sector in the first quarter reached 5.02% (the whole year plan is from 4.5-5%).

In early 2025, the weather was relatively favorable, localities in the province focused on accelerating the planting and harvesting progress to ensure within the crop schedule, focusing on crops with high economic value. Up to now, the total annual crop planting area in the province is estimated at 189 thousand hectares (of which the rice planting area is estimated at 90.73 thousand hectares, corn is estimated at nearly 31.17 thousand hectares, sweet potatoes are estimated at nearly 2.23 thousand hectares, vegetables of all kinds are estimated at 23 thousand hectares and the area of ​​beans of all kinds is estimated at 672.06 hectares).

In the last Winter crop, the whole province had a total planting area of ​​over 39 thousand hectares and in the 2025 Spring crop, the planting area is estimated at 150,017.07 hectares, an increase of 0.39% over the same period last year (of which, the area of ​​some main crops such as rice reached 90,729.87 hectares, corn was estimated at 16,445.1 hectares, peanuts were estimated at 7,084 hectares and vegetables, beans, and flowers of all kinds were estimated at 10,505.68 hectares).

The Department of Agriculture and Environment continues to strongly restructure the agricultural sector, rapidly shifting to agricultural economy, digital economy of agriculture and rural areas, and transforming the structure of crops and livestock towards increasing high-value products. The Prime Minister has approved the Master Plan for the construction of a high-tech forestry zone in the North Central region by 2045 in Decision No. 746/QD-TTg dated April 10, 2025.

The forestry production sector has also changed very positively. In the first 3 months of 2025, the area of ​​concentrated forest plantation is estimated at 5,933 hectares, an increase of 0.4% and effectively implemented forest management, protection and nature conservation. In particular, Nghe An is considered one of the localities that has well implemented the policy of payment for forest environmental services, replacement forest planting and payment for greenhouse gas emission reduction (ERPA).

The aquaculture sector has achieved good results, with total aquatic product output estimated at 60,843.76 tons, up 4.3% over the same period last year, of which the exploited output is estimated at 40,270.1 tons, up 4.17% over the same period last year. Aquaculture output is estimated at 7,395 tons, up 4.69% over the same period last year. The aquaculture area is estimated at 18,695 hectares and aquatic seed production is estimated at 720 million.

The livestock sector in the province has changed in structure and development trends, so farmers have switched to raising other livestock species that bring higher economic value, such as pigs, cows and poultry. The livestock sector continues to develop, grow sustainably, and contribute positively to the local economy. By the end of the first quarter of 2025, the total buffalo herd is estimated at 248,168 heads, the total herd is estimated at 551,978 heads, an increase of 3.46% over the same period, the total pig herd is estimated at 1.02 million heads, an increase of 3.72% over the same period, the total poultry herd is estimated at 38,551 thousand heads, an increase of 7.55% over the same period.

In recent times, irrigation, rural water supply, dykes - Disaster prevention and control, agricultural, forestry and fishery product quality management and food safety and hygiene have had many positive changes. In particular, agricultural extension and the application of scientific and technological advances in production have achieved high efficiency.

The development of agricultural cooperatives and farms has been expanded, linked, linked with product consumption, and at the same time linked with the National Target Program on New Rural Construction (the whole province has 275/362 communes meeting New Rural standards, accounting for 75.97%; 102/275 communes meeting advanced New Rural standards, accounting for 37.09%; 16 communes meeting model New Rural standards, of which 4 communes have been reviewed and approved by departments and branches; Nam Dan district has completed the dossier, waiting for the Central Appraisal Council to vote to recognize the achievement of New Rural standards in 2024...)

Up to now, the area has 722 agricultural cooperatives, ranking 5th in the country and has 728 products with 3 stars or higher (including 681 products with 3 stars, 45 products with 4 stars, 02 products with 5 stars), there is 1 OCOP product with the potential to achieve 5-star OCOP product being submitted to the Central Government for evaluation and classification.

Strengthening state management of land

Implementing the 2024 Land Law, up to now, the Department of Agriculture and Environment has completed the consultation on the issuance of legal documents under the authority of the provincial level to serve the state management of land, attract investment, develop socio-economic, ensure national defense and security in the whole province (Nghe An is one of the provinces and cities in the country that is assessed to have completed the content of promulgating legal documents earliest when implementing the 2024 Land Law) .

Along with that, the Department has participated in giving comments on the Draft Decree of the Government regulating the reduction of land rent in 2025 to ensure it is consistent with actual conditions and support businesses; giving comments on amending Decree No. 103/2024/ND-CP of the Government on land use fee collection and land rent to handle problems and shortcomings in the implementation process in localities.

Recently, the Department of Agriculture and Environment has advised the Provincial People's Committee to approve the adjustment of land use planning for the period (2021 - 2030) for districts, cities and towns to serve investment attraction. In the first quarter of 2025, the appraisal, completion and submission to the Provincial People's Committee for approval of the 2025 land use plan in the province were organized to promptly serve land recovery, land allocation, land lease... contributing to accelerating the disbursement of public investment capital, increasing State budget revenue and serving the state management of land in the whole province.

In addition, the Department of Agriculture and Environment has also promptly organized inspections of investment projects that are behind schedule and slow to put land into use to advise the Provincial People's Committee to handle them promptly, in accordance with regulations, and advise the Provincial People's Committee to handle difficulties for localities when implementing key projects of the province and the Central Government.

Along with that, the organization has done a good job of land inventory at all levels, creating maps of current land use status and measuring cadastral maps, issuing land use right certificates; directing consulting units to focus on measuring cadastral maps, organizing acceptance for payment settlement; reviewing and advising on contract appendices to finalize completion time in contracts (before merging, revoking seals) ; inspecting and accepting surveying works, issuing certificates of completion. Organizing technical appraisal of technical designs, estimates, task plans and checking and approving maps, measurements to serve compensation for site clearance and land recovery for investment projects in the province.

The Department of Agriculture and Environment has also completed the draft and submitted it to the Provincial People's Committee for promulgation of a Decision regulating the mechanism for monitoring, evaluating, and testing quality and regulations for inspecting and accepting works and products in the field of land management in the province. Checking and confirming the 2025 land use plan map at the district level.

Implementing tasks related to the construction of land databases in 9 districts under the content of Project 06; completing tasks related to surveying as a basis for granting land use certificates to Dan Lai ethnic people in Mon Son commune, Con Cuong district. On the other hand, one of the timely and effective handling contents of the industry in recent times is the work of determining land prices and auctioning land use rights.

The Department has advised on handling land price determination for land allocation and leasing; handling related procedures to promptly deploy land use rights auctions for qualified projects, ensuring compliance with regulations, etc.

Up to now, the work of granting Land Use Right Certificates, House Ownership Rights and other assets attached to land for organizations, households and individuals has been implemented synchronously , receiving and completing the first issuance of Land Use Right Certificates, registering changes and securing transactions for more than 600 records for organizations and 81,513 records for households and individuals.

Strengthening management of mineral resources and water resources

To carry out the management of mineral resources and water resources, the Department of Agriculture and Environment coordinated with ministries and central branches to organize a workshop on implementing the Law on Geology and Minerals 2024, the Law on Water Resources 2023, training on the implementation of Decree No. 10/2025/ND-CP dated January 11, 2025 on amending and supplementing Decrees on minerals; Decree No. 11/2015/ND-CP dated January 15, 2025 detailing a number of articles of the Law on Geology and Minerals on the exploitation of Group IV minerals, advising on the promulgation and promulgation of administrative procedures and internal procedures for 06 administrative procedures for Group 4 minerals in Decision No. 319/QD-UBND dated February 14, 2025 and Decision 380/QD-UBND dated February 24, 2025; urging correction after inspection; Develop a plan to implement the Law on Geology and Minerals, handle complicated mineral exploitation areas in terms of security and order in: Tan Ky, Thanh Chuong, Dien Loi,...

Rectify the installation of weighing stations, CAMs, manage and re-establish lost boundary markers; resolve the filling materials for key projects VSIP1, VSIP2, VSIP3, WHA, resolve the materials for traffic and infrastructure projects; resolve difficulties for enterprises related to the export of construction stone minerals; continue to establish an interdisciplinary inspection team to inspect compliance with the law on common construction material minerals; urge the preparation of settlement of mineral exploitation rights fees and enforcement of mineral laws, focus on directing the handling of illegal sand and gravel mining activities in the area.

Urge compliance with the Law on Water Resources for organizations and individuals operating in the exploitation of water resources in the province; Guide, receive, appraise and advise on granting licenses for exploration, exploitation and use of water resources, licenses for practicing underground water drilling, appraise money for granting rights to exploit water resources, register for exploitation of water resources for organizations and individuals exploiting and using water resources;

Timely and effectively implement Plan No. 414/KH-UBND dated June 3, 2024 of the Provincial People's Committee on the implementation of the contents of the Law on Water Resources 2023. Direct the Center for Natural Resources and Environment Monitoring to periodically monitor the quality of raw water sources supplied to a number of water plants in the province every 3 months; advise on warning documents on raw water quality to send to the People's Committees of districts, cities, towns and organizations and individuals operating and exploiting raw water sources for domestic use for monitoring, supervision and implementation. Urge organizations and individuals with water resource exploitation works serving domestic water supply that have been approved by the Provincial People's Committee for sanitary protection zones for domestic water supply to organize the installation of protective markers in accordance with regulations.

Received deposits for environmental improvement and restoration from 61 organizations/71 mineral mines. Refunded deposits to 1 organization/1 mine. Directed the People's Committee at the district level to strengthen state management of minerals in the area; focused on inspecting and handling violations of mineral laws and coordinating with Nghe An Provincial Police in handling violations (judicial appraisal in the field of minerals; mineral valuation; determining boundaries of permitted mining areas)...

With outstanding results in the first quarter, it is an important driving force for the Agriculture and Environment sector to strive and be determined to achieve many results in all fields. In the coming time, the sector hopes that the Central ministries, branches, Provincial Party Committee, Provincial People's Committee will continue to pay attention to leadership, direction, support and related departments, branches, and localities will pay attention to coordination so that the Agriculture and Environment sector can exceed the 2025 plan targets, striving to achieve the set goals according to the 2025 growth scenario.
