This is one of the three major goals and tasks until 2030 stated in the Political Report of the Party Committee of the Telecommunications Department - Ministry of Science and Technology , at the 4th Congress of Delegates for the 2025-2030 term held on June 10, 2025.
Telecommunications sector maintains high growth rate
During the past term, the Party Committee of the Telecommunications Department led and directed units to successfully complete political and professional tasks, helping the telecommunications sector maintain a high growth rate.
Accordingly, as of April 2025, businesses have deployed more than 318,000 base stations for about 146,000 locations, covering 3G, 4G, and 5G mobile broadband to more than 99.8% of the population, serving 119 million subscribers. 5G infrastructure alone covers 25.5% of the population after nearly a year of licensing.
Vietnam currently has 104.7 million mobile broadband Internet subscribers, up 14.4% over the same period last year. Access speed reached 136.21 Mbps, up more than 167% and ranked 27/104 in the world .
With fixed Internet, the number of subscribers reached 24.4 million, speed 176.68 Mbps, increased by nearly 47%, ranked 33/155 globally. The rate of households using fiber optic cable reached 85.1%, while all communes and wards across the country have fiber optic cable, with a total network length of more than 1.2 million km.
The rate of people accessing telecommunications services has increased, with the number of smartphone subscribers reaching 106.4 million, an increase of 6.7% over the previous year.
Vietnam has 32 operating centers, with a total of more than 20,000 racks and a designed capacity of 145 MW. In the United Nations e-Government rankings published in September 2024, Vietnam rose 15 places to 71/193 countries and for the first time was in the group with a "very high" development index.

Telecommunications industry aims for comprehensive and sustainable development
In the coming term, the Party Committee of the Telecommunications Department aims to build advanced and modern digital infrastructure with super-large capacity and super-wide bandwidth, approaching the level of developed countries. This field in Vietnam will gradually master key digital technologies such as cloud computing, 5G and 6G mobile networks, satellite communications and some emerging technologies.
The Telecommunications Department sets out the task of perfecting policies to ensure stable and sustainable market development; promoting new types of services and technologies following global trends; attracting foreign investment in telecommunications infrastructure and data centers; and supporting domestic enterprises to develop and protect users' rights. Promoting a fair competitive environment and creating favorable conditions for enterprises to deploy infrastructure and provide services is also an orientation emphasized during the term.
In addition, gradually shift from "management" thinking to "development promotion" thinking to support telecommunications enterprises, promote private economic development, take advantage of infrastructure, technology, services, human resources to continue developing the pillars of equipment manufacturing and international investment in the telecommunications sector.
To carry out the common task, the Telecommunications Department has proposed specific tasks and solutions, such as: Continuing to perfect the legal framework, amending documents guiding the implementation of the Telecommunications Law 2023; strengthening decentralization in licensing and enforcement for provincial authorities; promoting the development of policies to support businesses in expanding development space, deploying new services such as e-wallets, mobile money, smart cities, and industrial automation. The development of network infrastructure, international submarine optical cables and piloting low-orbit satellite services will also be accelerated.
In addition, the Telecommunications Department will increase the use of AI technology to handle spam SIMs, spam messages, scam calls and develop a plan to manage new services such as OTT and cloud computing to ensure sustainable market development.
At the Congress, the Party Committee of the Telecommunications Department elected the Executive Committee for the 2025-2030 term. On behalf of the Executive Committee, Secretary of the Party Committee of the Telecommunications Department Nguyen Thanh Chung pledged to continue promoting the spirit of solidarity with the Executive Committee and the entire Party Committee, implementing the motto of action: Setting an example - Discipline - Focus - Breakthrough to lead the Industry to make great strides in development in the coming time./.
