Stop spontaneous fishing port activities
Lang Ong fishing port is a spontaneous port that was formed several decades ago. This is an area where boats anchor to avoid storms, and also a gathering point for seafood of small local fishing boats. Daily seafood trading and exchange activities take place bustlingly, bringing income to 53 households in the ward. However, for many decades, the fishing port has not been operating in accordance with planning, making it very difficult to manage, causing many problems with food safety, and discharging waste causing environmental pollution in residential areas and Cam Ranh Bay.
Current activities at Da Bac Fishing Port. |
The leaders of Cam Loi Ward People's Committee said that in recent years, the activities of Lang Ong Fishing Wharf are no longer suitable for the development of the locality, causing many problems related to security, order, and environmental sanitation. Before 2012, this fishing wharf had a situation of insecurity, disorder, and traffic safety, with many thefts, property appropriations, and disputes over territory, causing resentment among the people living nearby. Therefore, in 2012, Cam Loi Ward People's Committee established the Loi Thuy Fishing Wharf Self-Management Team to implement a number of measures in the prevention and fight against crime and social evils in this area. This model has contributed to reducing theft, disputes over territory, and ensuring traffic safety. However, after a period of operation, the members of the self-management team have changed, some members are no longer enthusiastic, so the activities of the self-management team have gradually become ineffective.
Mr. Do Van Toan - Chairman of Cam Loi Ward People's Committee said that, comparing with the regulations and requirements of state management, the ward found that maintaining the operating model of the fishing port as before did not ensure compliance with regulations on fishing port planning, hygiene and safety, security and order. In addition, when the Cam Ranh Bay Urban Area Project is implemented, the land will be leveled, leading to separation of Lang Ong Fishing Port from the water surface, boats will no longer have conditions to dock and cannot continue to operate. Therefore, the termination of Lang Ong Fishing Port's operation is necessary and in line with development practices.
Promoting the role of dynamic fishing ports
According to the report of the Department of Agriculture and Environment, since 2018, the department has invested in the Dynamic Fishing Port Project of the Khanh Hoa Large Fisheries Center (phase 1). The project has invested in the construction of items such as: Shore-attached wharf, phase 1 lighting power supply, leveling, dredging, embankment, fence gate, guard house, water supply and drainage, etc. with a total investment of about 171 billion VND. At the end of 2024, the Department of Agriculture and Environment handed over to the Khanh Hoa Center for Management and Exploitation of Aquatic Projects for management and exploitation. Therefore, the relocation of seafood businesses to Da Bac Fishing Port (part of the Dynamic Fishing Port Project) is completely reasonable to promote the role of the project. In the coming time, the Ministry of Agriculture and Environment will invest in phase 2 of the Khanh Hoa Large Fisheries Center Project with loans from the World Bank. The large Fisheries Center will be invested in with the remaining items to synchronize fishing activities, such as: Storm shelter anchorage area, cold storage system, human resource training center and scientific research...
According to the leader of Cam Ranh City People's Committee, the relocation of seafood trading activities from Lang Ong Fishing Wharf to stable trading at Da Bac Fishing Port is a correct policy to put fishing activities into operation in the right planning location. During the implementation process, Cam Loi Ward People's Committee has made efforts to propagate and mobilize businesses and people in the area to know and agree. Up to now, 53 cases of stable trading at Lang Ong Fishing Wharf have drawn lots and been arranged trading locations at Da Bac Fishing Port. The relocation of households to Da Bac Fishing Port aims to stabilize trading locations in accordance with the planning, ensure environmental hygiene and food safety, prevent and combat illegal, unreported and unregulated (IUU) fishing; at the same time, implement the policy of exploiting, using and promoting the role of the Dynamic Fishing Port that has been built in Cam Linh Ward.
