Ensuring smooth implementation of credit policies after administrative unit mergers

BAC GIANG - On the afternoon of June 18, the Board of Directors of the Social Policy Bank of Bac Giang province held a regular meeting for the second quarter to evaluate the results of implementing policy credit programs and deploy tasks from now until the end of the year. Comrade Phan The Tuan, Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Social Policy Bank of Bac Giang province chaired.

In the first 6 months of this year, the Board of Directors of the Social Policy Bank at all levels maintained good operating regulations; actively advised the Provincial Party Committee, People's Council, and People's Committee to effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period. At the same time, synchronously and drastically implemented many solutions, mobilized resources, and promptly disbursed credit capital to beneficiaries.

Comrade Phan The Tuan awarded Certificates of Merit from the Chairman of the Board of Directors of Vietnam Bank for Social Policies to individuals.

The local budget capital entrusted to the Provincial Social Policy Bank in the first 6 months of this year reached 138 billion VND, the highest ever, completing the plan assigned by the Central Government.

Total credit capital reached VND 8,156 billion, an increase of VND 369 billion compared to 2024. Total loan turnover reached VND 1,032 billion with 12,796 loan customers. Total outstanding credit balance reached VND 8,135 billion, an increase of VND 365 billion compared to 2024 with 110,156 customers with outstanding loans, completing 67.43% of this year's outstanding loan growth plan.

The above capital is used for thousands of poor households, near-poor households, households that have just escaped poverty and other policy beneficiaries to borrow to develop production and business, create jobs, maintain and expand jobs, increase income; build new and repair clean water and rural sanitation works; build, repair and buy social housing...

Discussing here, opinions stated that, besides the achieved results, the disbursement progress of some policy credit programs is still slow compared to the assigned plan. The whole province still has 34 savings and loan groups classified as average, 37 savings and loan groups with overdue debt of over 2%. Some socio-political organizations are entrusted at the grassroots level, and the heads of savings and loan groups have not performed well the assigned tasks...

Concluding the conference, comrade Phan The Tuan affirmed that, in recent times, thanks to the close coordination of the Board of Directors at all levels and the Provincial Social Policy Bank, credit quality has continued to improve. Policy credit capital has been disbursed in a timely manner, actively contributing to helping policy beneficiaries have more resources to develop the economy and gradually stabilize their lives.

He emphasized that in the context of merging administrative units, the Board of Directors of the Social Policy Bank at all levels needs to effectively implement solutions to ensure stable and smooth credit policies, avoiding interruptions. In particular, maintaining and coordinating with communes and wards to ensure security and safety; seriously implementing the credit handover between the new and old units.

After the reorganization, the Provincial Social Policy Bank and departments and localities need to proactively review, arrange resources, and perfect the members of the Representative Board in accordance with the new organizational structure, and synchronously implement preferential credit programs for the right subjects... Thereby, promptly bringing policy capital to the right address, contributing to ensuring social security, promoting production, and creating momentum for economic development in the new period.

On this occasion, 6 collectives and 20 individuals who have contributed to the performance of the Vietnam Bank for Social Policies in 2024 were awarded Certificates of Merit by the Chairman of the Board of Directors of the Vietnam Bank for Social Policies; 24 collectives and 53 individuals who have contributed to the performance of the Provincial Bank for Social Policies in the first 6 months of this year were awarded by the Representative Board of the Provincial Bank for Social Policies.
