Proposal to invest in construction of Phu Yen - Dak Lak expressway

Dak Lak and Phu Yen provinces have just submitted to the Government a proposal to invest in building an expressway connecting the two localities, from the North-South expressway in the East to National Highway 14.

According to the proposal, the total investment is expected to be 29,655 billion VND, invested under the public-private partnership (PPP) method. The project is about 122 km long, starting at the intersection with the North-South Expressway in the East, ending at the intersection with National Highway 14; the scale is 4 complete lanes, with a continuous emergency lane, the roadbed width is 24.75 m, the design speed is 100 km/h. According to the plan, investment preparation will take place from 2025 to 2026, the construction process will begin from 2026 to 2029.

National Highway 29 connects Dak Lak - Phu Yen.

The two provinces proposed that the Prime Minister allow adjustment of the investment process of the Phu Yen - Dak Lak expressway before 2030 and the starting point of the intersection with the North - South Eastern Expressway (CT.01) in the Road Network Planning for the period 2021 - 2030, with a vision to 2050. Approve the investment plan under the public-private partnership method, BOT contract; add the project to the investment portfolio from the central budget in the medium-term plan for the period 2026 - 2030. Assign the People's Committee of Phu Yen province (during the period before the province's merger) and the People's Committee of the new Dak Lak province (when the province is merged) as the competent authorities to implement the project.

The project's objective is to form an East-West horizontal axis connecting the Central Highlands with the South Central Coast, connecting the vertical axis system (Eastern North-South Expressway, Western North-South Expressway, Ho Chi Minh Road, Eastern Truong Son Road, National Highway 1, coastal road).

At the same time, it creates momentum for regional space development with a synchronous and modern technical and social infrastructure system, connecting economic centers, seaports, dry ports, border gates, economic zones, and industrial parks; enhancing competitiveness, creating momentum for linkage, promoting cooperation and regional development; contributing to ensuring national defense, security, hunger eradication and poverty reduction...
