
On the afternoon of December 28, the Department of Construction held a conference to summarize the work in 2023 and deploy tasks in 2024. Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee attended and gave a speech at the conference. Also attending were representatives of relevant departments, agencies, and branches; affiliated units and representatives of the People's Committees, districts, cities, and towns.
In 2023, the growth rate of the entire construction industry is estimated to reach 8.69%. The total GRDP of the construction industry at 2010 comparable prices is estimated to reach 14,847 billion VND. The urbanization rate is estimated to reach 32%, urban areas of type IV and above are estimated to reach 75%, urban areas of type V are estimated to reach 90%.
Many important targets in 2023 are completed: The industry actively completes the dossier to submit to the Ministry of Construction for appraisal and reports to the Prime Minister for approval of the dossier of the 1/5,000 scale master plan for the high-tech forestry zone in the North Central region until 2045. Coordinate with departments and branches in completing the planning work of Nghe An province for the period 2021-2030, with a vision to 2050.

The sector has completed the urban development program of Vinh city; the project to recognize Cay Chanh urban area of Dinh Son commune, Anh Son district as meeting the criteria for a type V urban area. The dossier has been completed to request the Ministry of Construction to recognize Do Luong urban area, Do Luong district as meeting the criteria for a type IV urban area. Advised on the policy to establish an urban development program, established regulations for architectural management of Thai Hoa town; reviewed the project to propose recognizing the expanded Vinh city as meeting the criteria for a type 1 urban area; completed the construction planning of the district area for 5/17 districts.
The industry has done a good job of appraising and evaluating projects. During the year, it has presided over the inspection and review of 59 projects. The inspection of the management and use of apartment buildings in Nghe An province, and the inspection of 60 construction stone quarries in the province, discovered that 27 investors were organizing mining operations that were not in accordance with the approved mine design.
Administrative reform continues to receive attention and has many positive changes, from awareness to action in performing assigned tasks and public duties to create a breakthrough in administrative reform.

By 2024, the Construction sector has set out 8 key tasks, including many important contents such as: Coordinating with localities to develop plans to implement various types of construction planning (including district construction planning, urban planning, rural planning, functional area planning); Announcing the Construction Price Index and Material Price Index according to frequency regulations. In addition, regularly review and promptly remove difficulties and obstacles for ongoing real estate projects. Effectively manage construction investment activities.
Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh acknowledged and commended the efforts of the Construction sector in the past time; Basically agreed with the goals and groups of tasks and solutions mentioned by the Department of Construction at the conference. However, there are still limitations, such as not being determined in implementing the district construction planning, slow implementation of urban and commune planning after the district planning was approved. Quality management still has some shortcomings in the quality of works. The rate of people using clean water in some urban areas has not been achieved.

To successfully complete the set goals and tasks, the Standing Vice Chairman of the Provincial People's Committee directed that in the coming time, the Construction sector needs to promote administrative reform and digital transformation. Update the policies and plans of the Central Government, the Provincial Planning and the socio-economic development needs of the province to serve as a basis for developing an implementation plan according to the Action Program to implement Resolution No. 39 of the Politburo , major projects and programs of the sector on planning management, urban development, housing development, especially social housing and housing for low-income people.
Strengthening State management of quality, especially projects invested by districts, communes and units without construction expertise. Improving the quality of project appraisal, planning appraisal, inspection and examination; planning and planning management.

For districts, cities and towns, provincial leaders require focusing on reviewing the tasks, plans and programs assigned by the Construction sector to localities to strengthen implementation direction and ensure completion of goals and targets.
