On June 10, the Organizing Committee of the Ho Chi Minh City Party Committee held an online conference to deploy the preparation work for the pilot. The conference was attended by officials expected to take on leadership positions in 102 new wards and communes.

25/102 wards and communes are qualified to operate Public Administration Centers.
According to Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, currently only 25/102 wards and communes are qualified to operate the Public Administration Center. Ms. Trung Trinh requested that districts urgently coordinate to speed up preparation work, ensure infrastructure, equipment, connection lines, access, etc.
“The Ho Chi Minh City Digital Transformation Center will arrange for each ward to have at least 1 technical officer to support the operation of information systems; develop detailed scenarios with specific steps during testing,” informed the Director of the Ho Chi Minh City Digital Transformation Center.
The test contents include operating the Document Management System software to receive and transfer incoming and outgoing documents; the Online Conference system connecting the city with the grassroots; operating the reception and settlement of administrative procedures at the Commune-level Public Administration Center; operating the reception and settlement of civil status, land, construction procedures... for cases where documents have been submitted to the old district/county but have not been settled and handed over to the new administrative unit.
The Director of the Ho Chi Minh City Digital Transformation Center said that on the morning of June 11, the Ho Chi Minh City Digital Transformation Center is expected to coordinate with the People's Committee of Tan Binh District to conduct a pilot to complete the scenario.

Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy requested districts to urgently overcome existing problems and prepare for a city-wide trial run on June 12. This is an important task to ensure the best handling of administrative procedures for people.
Therefore, officials and civil servants with IT expertise and the direct operation team monitored the trial run in Tan Binh District on the morning of June 11. In addition, districts must also urgently review the proposal for the Department of Finance to include it in the list of regular expenditures to allocate funds for infrastructure investment in 102 new wards and communes.

Opportunity for staff to visualize new jobs
Chairing and delivering the concluding remarks, Comrade Van Thi Bach Tuyet, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the Ho Chi Minh City Party Committee, commented that the piloting of the 2-level local government model in the city is an opportunity for officials of the Public Administration Center to approach, practice, and operate the work of new wards and communes. From there, they will understand the work and visualize how it works to be ready to "run" officially on July 1, in order to best serve the people and businesses.
He requested relevant agencies and units to focus on coordinating and supporting districts in deploying information technology infrastructure systems in wards and communes. The Department of Science and Technology and the Ho Chi Minh City Digital Transformation Center prepare detailed content and scenarios for pilot implementation in Tan Binh District and draw lessons and supplements to facilitate the pilot operation throughout the city.

According to comrade Van Thi Bach Tuyet, the city will assign personnel to new wards and communes, first of all, personnel to participate in the trial operation on June 12. She requested the Standing Committee of the District Party Committee, the District Party Committee, and the Thu Duc City Party Committee to create conditions for officials and civil servants expected to come to the Public Administration Service Center to participate in the trial operation.
