In the area under the responsibility of the Defense Command of Region 3 - Quy Chau, a whirlwind at night caused a tree to fall, injuring two children, Nguyen Huu Quan and Nguyen Tien Dung (both born in 2011, Nghia Hung commune) and had to be taken to the Nghe An Northwest Hospital for emergency treatment.

In the communes of Quy Chau, Nghia Khanh, and Muong Quang, 20 houses had their roofs blown off or collapsed. Many roads in the area were blocked due to fallen trees, and dozens of hectares of crops and acacia trees were severely damaged. On the night of July 19, the Defense Command of Region 3 - Quy Chau directed the military commands of communes and wards in the area to grasp the situation, organize rescue forces for the people, focusing on overcoming and ensuring safety for the people, and clearing fallen trees to prevent traffic jams.

  Lieutenant Colonel Tran Hoang Nhat, Commander of the Defense Command of Region 3 - Quy Chau said: "We are focusing our forces to help households whose houses have been damaged or collapsed to fix them first, ensuring that people have a place to live before storm No. 3 makes landfall. Along with that, the unit continues to check, grasp the situation and prepare all response plans for storms and floods."

The storm on the night of July 19 also damaged and blew off the roofs of 18 houses in the border commune of Nhon Mai. The Defense Command of Region 4 - Tuong Duong sent officers to coordinate with the Military Command of Nhon Mai commune to mobilize militia and police to support people in overcoming the consequences. The local government also visited and encouraged households whose houses were damaged. The highland commune also organized forces to stay in the area to propagate and mobilize people to proactively respond to storms and floods, and to plan to evacuate people from dangerous areas threatened by landslides and flash floods.
