3 in 1 connectivity
Mr. Dinh Van Thinh in Block 13, Quang Trung Ward went to the "One-stop" department of Quang Trung Ward People's Committee (Vinh City) to register the birth of his newborn daughter. With the guidance of the judicial officer, Mr. Thinh declared information on the software for Birth Registration - Permanent Residence Registration - Health Insurance Card Issuance for Children under 6 years old. After a few operations on the computer, Mr. Thinh completed the registration procedure.

“I found the procedure quick and simple, integrating 3 in 1 like that, just need to declare some basic information, my daughter was issued a Birth Certificate, Health Insurance Card and Permanent Residence Registration without having to go to many agencies, waiting for a long time like before. I am very happy that this interconnected public service is deployed smoothly, quickly, bringing great convenience to the people” - Mr. Dinh Van Thinh expressed.

Chairman of Quang Trung Ward People's Committee, Mr. Dinh Xuan Truong said: After having the plan of Vinh province and city, the ward organized training and propaganda at cultural houses of the block so that officials and people could understand the implementation of 2 groups of connected online public services.
Deployed since July 14, Quang Trung ward has so far completed 7 interconnected files. Determining this as one of the contents to create changes in administrative reform, the ward has invested in infrastructure, and at the same time, continued to propagate and mobilize people to install electronic identification to perform online public services right at home.
It is known that the service group of Birth Registration - Permanent Residence Registration - Issuance of Health Insurance Cards for children under 6 years old will be implemented from July 10 nationwide after half a year of piloting in Hanoi and Ha Nam. This public service group is a task under the Project on Developing Population Data Applications, Electronic Identification and Authentication to Serve National Digital Transformation in the 2022-2025 Period, with a Vision to 2030 (Project 06) according to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister.
After a successful pilot in Hanoi City and Ha Nam Province, from July 10, 2023, together with the whole country, Nghe An will deploy the interconnection of 2 groups of administrative procedures: Birth registration, Permanent residence registration, Issuance of health insurance cards for children under 6 years old and Death registration, deletion of permanent residence registration, funeral allowance, funeral cost support according to Resolution No. 97/NQ-CP dated July 8, 2023 of the Government.

To ensure the synchronous and unified implementation of the two groups of interconnected public services across the province, the Department of Justice promptly issued Official Dispatch No. 1235/STP-HCTP dated July 10, 2023; Official Dispatch No. 1292/STP-HCTP dated July 17, 2023 on interconnection implementation; coordinated with the People's Committees of districts, cities and towns to promote propaganda, guide people, raise awareness and skills in performing online administrative procedures, and interconnect administrative procedures; mobilize appropriate local resources to support people in performing administrative procedures.

At the same time, arrange equipment and technical infrastructure to meet the requirements for implementing administrative procedure connectivity, especially the arrangement of basic equipment to serve the settlement of administrative procedures in the electronic environment such as: scanners, digital signature devices to sign electronic copies of Birth Certificates and Death Certificate Extracts. At the same time, to carry out the signing of electronic copies of Birth Certificates and Death Certificate Extracts to serve administrative procedure connectivity.
The Department of Justice has created more than 1,000 accounts for leaders of the People's Committees at the commune level and the commune's secretariat in the whole province; coordinated with the Ministry of Justice to organize professional training to deploy 2 groups of administrative procedure connections at the Department of Justice's bridge point.

In particular, to promptly resolve difficulties and obstacles for the grassroots, the Department of Justice together with the following sectors: Police, Social Insurance; Labor - Invalids and Social Affairs established an Interconnection Support Team to provide hourly instructions on how to resolve each specific case for each officer and civil servant in the process of resolving electronic interconnection records throughout the province.

On the first day of implementation, Nghe An province received the first interconnected application for Birth Registration, Permanent Residence Registration, and Health Insurance Card Issuance for children under 6 years old in Tan Huong commune, Tan Ky district.

With the drastic participation of relevant levels and sectors, after 21 days of active and urgent implementation, Nghe An province has achieved initial results. As of July 31, 2023, the whole province has received 1,533 cases, of which the administrative procedure linkage group: Birth registration, Permanent residence registration, Issuance of health insurance cards for children under 6 years old received 1,406 cases. The administrative procedure linkage group: Death registration, Deletion of permanent residence registration, Funeral allowance, funeral cost support received 127 cases.
According to statistics from the National Public Service Portal system of the Government Office, up to now, Nghe An ranks second in the country in implementing these two groups of interconnected online public services (after Hanoi City - Pilot Unit with Ha Nam province).
Ms. Bui Thi Thu Hien - Specialist of the Department of Administrative Justice (Department of Justice) said that electronically connecting two groups of administrative procedures helps reduce time and travel costs for people and also helps improve the management efficiency of State agencies to more closely manage people's personal and residential information, overcome the situation of children who have registered their birth but have not been registered in the household register or issued a health insurance card; the deceased have not had their registration deleted or enjoyed the prescribed regime. These are administrative procedures associated with the implementation of rights and obligations directly related to the lives and welfare of people.

The implementation of this interconnected model has also changed the way of working, enhanced coordination between departments and branches to simplify the handling of administrative procedures in household registration, residence, and issuance of health insurance cards for children under 6 years old. At the same time, it has contributed to raising the sense of responsibility of officials and civil servants of State administrative agencies.
Besides the achieved results, according to the assessment of the Department of Justice, in the process of implementing the interconnection, there are still some problems such as: The process of signing electronic copies of Birth Certificates and Death Certificate Extracts is still confusing.
Transferring records and synchronizing status between specialized software and public service software is still slow; Public service software often encounters errors (cannot access the information portal, authentication errors from the national public service page, etc.); Electronic registration and management software is sometimes not timely; there is still a delay in returning identification codes when performing birth registration;...

In order for the operation of electronic interconnection to gradually become stable and orderly, in the coming time, it is necessary to have more active and proactive participation of relevant agencies and units; ministries and branches need to promptly overcome software shortcomings, ensuring smooth connection between interconnected public service software and specialized software; 100% of qualified medical examination and treatment facilities in the province interconnect data of Birth Certificates and Death Certificates to ensure interconnection.
