According to Decree 36/2024/ND-CP detailing the awarding of the Ho Chi Minh Prize and the State Prize for Literature and Arts, which has just been issued by the Government , from May 20, the awarding of these two Prizes will have to ensure 4 principles: Works, clusters of works, projects, clusters of projects (works, projects) on literature and arts of the author can only be proposed for awarding one major in literature and arts.
Literary and artistic works of authors who have been awarded the State Prize for Literature and Arts may not be combined with other literary and artistic works to be proposed for consideration for the Ho Chi Minh Prize for Literature and Arts.
Councils at all levels may only submit to competent superiors for consideration cases that meet the prescribed conditions, standards, procedures, and records.
Decree specifically stipulates the conditions for considering the award of the Ho Chi Minh Prize and the State Prize for Literature and Arts:
1. Authors with works and projects on literature and art proposed for consideration for the Ho Chi Minh Prize or the State Prize for literature and art must be loyal to the Fatherland, comply with the Party's guidelines and the State's policies and laws.
2. Foreign authors with works and projects on literature, art, and research on Vietnam who are proposed for the Ho Chi Minh Prize or the State Prize for literature and art must respect the independence, sovereignty , unity, territorial integrity, laws, and good customs and practices of Vietnam.
3. Works and projects on literature and art considered for the Ho Chi Minh Prize and the State Prize for literature and art must meet the following conditions:
Has been published and used in the forms of publishing, architecture, exhibitions, theater, cinema, radio, television, teaching, and records since September 2, 1945. The time for works and projects on literature and art to be published and used is at least 5 years for the Ho Chi Minh Prize and 3 years for the State Prize from the time of submitting the application for consideration for the Ho Chi Minh Prize or the State Prize for literature and art at the Department of Culture, Sports and Tourism or the Department of Culture and Sports or the Central Association of Specialized Literature and Art.
There is no dispute over copyright since the time of publication, use or there is a dispute but it has been resolved by the competent authority at the time of submission of the application for award consideration.
Criteria for awarding the Ho Chi Minh Prize for Literature and Arts
1. Literary and artistic works published and used before 1993 must meet the following standards:
a) Particularly excellent; of very high value in literature, art, and ideological content;
b) Has a great effect in serving the revolutionary cause of the Party and the nation, has a wide and long-term influence on people's lives, makes an important contribution to the cause of socio-economic development and the development of Vietnamese literature and art.
2. Literary and artistic works published and used after 1993 must meet the following standards:
a) Particularly excellent; of very high value in literature, art, and ideological content;
b) Having a great effect in serving the revolutionary cause of the Party and the nation, having a wide and long-term influence on people's lives, making an important contribution to the cause of socio-economic development and the development of Vietnamese literature and art;
c) Awarded at least one Gold Prize at national-level professional competitions, festivals and exhibitions on literature and art organized by the Ministry of Culture, Sports and Tourism or professional competitions, festivals and exhibitions on literature and art organized by the Central Association of Specialized Literature and Art or awards at international professional competitions, festivals and exhibitions on literature and art;
d) Each work in a cluster of works or each project in a cluster of works on literature and art must meet the standards specified in Point c of this Clause;
A script made into a film and shown, or a script made into a play and performed, or a dance script staged and performed, must meet the standards specified in Point c of this Clause.
Criteria for awarding State Prizes in Literature and Arts
1. Literary and artistic works published and used from 1993 or earlier must meet the following standards:
a) Has high value in terms of ideological content and artistic form;
b) Has a good effect in education, building new people, improving people's aesthetic level, contributing significantly to the development of Vietnamese literature and art.
2. Literary and artistic works published and used after 1993 must meet the following standards:
a) Has high value in terms of ideological content and artistic form;
b) Has a good effect in education, building new people, improving people's aesthetic level, contributing significantly to the development of Vietnamese literature and art;
c) Being awarded at least one Gold Prize or one Silver Prize at national professional competitions, festivals and exhibitions on literature and art organized by the Ministry of Culture, Sports and Tourism or professional competitions, festivals and exhibitions on literature and art organized by the Central Association of Specialized Literature and Art or awards at international professional competitions, festivals and exhibitions on literature and art;
d) Each work in a cluster of works or each project in a cluster of works on literature and art must meet the standards specified in Point c of this Clause;
A script made into a film and shown, or a script staged into a play and performed, or a dance script staged and performed, must meet the standards specified in Point c of this Clause.
