Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development was issued before the new school year 2025 - 2026, marking a turning point for the education sector.

One of the solutions to raise awareness, innovate thinking and action, and determine strong political determination to make a breakthrough in developing Education and Training is not to organize School Councils in public educational institutions (except for public schools with international agreements).

Resolution 71-NQ/TW marks a turning point in the education sector.

This solution aims to strengthen the comprehensive and direct leadership role of the Party organization, especially the role of the head of the Party Committee in educational institutions and to implement the Party Committee Secretary as the head of the educational institution.

Previously, public educational institutions operated under the School Council model, specifically regulated in the 2019 Education Law.

The school council is the governing body that represents the ownership of the school. The school council is responsible for deciding on the direction of operations and mobilizing resources for the school.

At the same time, monitor school activities, connect schools with the community and society, ensure the implementation of educational goals and the school's autonomy and self-responsibility according to the provisions of law.

In fact, depending on the different levels of education, each school's Council is organized differently. School Council members include the Party Committee, School Leaders, Professional Groups, Trade Unions... This Council is responsible for deciding the direction of the school's activities and other important issues.

After many years of application, the Council of each public educational institution has shown many advantages but also revealed some limitations, especially in colleges and universities.

"Not organizing School Councils at public educational institutions according to Resolution 71-NQ/TW will help the school apparatus become more streamlined and operate more effectively," said Mr. Nguyen Hoang Minh - Principal of Giai Xuan High School, Can Tho City.

Enhance the role of the leader

There is still no specific guidance document on not organizing School Councils at public educational institutions, but the goal of Resolution 71-NQ/TW shows that this solution aims to strengthen the comprehensive and direct leadership role of the Party organization.

Especially the role of the head of the Party Committee in educational institutions and the implementation of the Party Committee Secretary concurrently being the head of the educational institution. Principal Nguyen Hoang Minh commented that Resolution 71-NQ/TW will focus on the role and responsibility of the head of the school.

"The role of the head of the Party Committee will have to be more proactive in school issues. For example, when a decision needs to be made, the head must proactively present the content to get opinions, thereby increasing responsibility," said Mr. Minh.

Mr. Cao Minh Hai - Principal of Ham Giang A Primary School, Vinh Long Province said that the responsibility of the head will be enhanced when there is no School Council. "However, for the work, plans, and decisions of the school, the opinions and votes of the Party Cells and Party Committees must also be approved. Some contents beyond the authority must be consulted with the superiors for decision", Mr. Hai commented.

The 2025-2026 school year has just begun, with Resolution 71-NQ/TW having just been issued with many special preferential policies aimed at students and teachers. This is a great driving force for the education sector to transform and develop comprehensively, entering a new era.
