BNĐ: As reported, on December 9 and 10, 2024, the 19th Provincial People's Council, term 2021-2026, held its twenty-second session (regular session at the end of the year). At the session, the Provincial People's Council delegates voted to pass 71 important resolutions. Nam Dinh Newspaper would like to introduce some resolutions of the session.

Amending and supplementing a number of articles of Resolution No. 56/2021/NQ-HDND dated December 2, 2021 of the People's Council of Nam Dinh province on norms and principles for allocating public investment capital and the Medium-term Public Investment Plan for the period 2021-2025 from the State budget of Nam Dinh province (3rd time)

Considering Report No. 212/TTr-UBND dated December 4, 2024 of the Provincial People's Committee on amending and supplementing a number of articles of Resolution No. 56/2021/NQ-HDND dated December 2, 2021 of the Nam Dinh Provincial People's Council on norms and principles for allocating public investment capital and the Medium-term Public Investment Plan for the period 2021-2025 from the State budget of Nam Dinh province (3rd time); Report No. 377/BC-UBND dated December 4, 2024 of the Provincial People's Committee on adjusting the medium-term public investment plan from the State budget for the period 2021-2025 of Nam Dinh province (3rd time); Verification report of the Economic - Budget Committee of the Provincial People's Council; discussion opinions of the Provincial People's Council delegates at the session.
RESOLUTION:
Article 1. Amending and supplementing a number of articles of Resolution No. 56/2021/NQ-HDND dated December 2, 2021 of the People's Council of Nam Dinh province on norms and principles for allocating public investment capital and the Medium-term Public Investment Plan for the period 2021-2025 from the State budget of Nam Dinh province.
1. Amend and supplement Article 4 as follows:
“The total medium-term public investment capital from the State budget for the 2021-2025 period of the province is 44,263,670 billion VND.
In there:
1. Central budget capital: 6,587,507 billion VND
a) Domestic capital: 6,409,085 billion VND
- Capital allocated for projects under the Socio-Economic Recovery and Development Program: 1,511.0 billion VND
- Capital allocated for projects in sectors and fields: 4,116,167 billion VND
- Capital to implement the National Target Program for New Rural Areas: 648,410 billion VND
- Capital to implement the National Target Program on Sustainable Poverty Reduction: 13,508 billion VND
- Additional capital from NSTW reserve fund: 120.0 billion VND
b) Foreign capital: 178,422 billion VND
2. Local budget capital: 37,676,163 billion VND
- Domestic capital: 3,570,679 billion VND
- Capital from land use revenue: 29,012,391 billion VND
- Capital from lottery revenue: 196.0 billion VND
- Increased provincial budget allocation (from increased revenue, savings on state budget expenditures, etc. of the province): 4,897,093 billion VND"

2. Amend and supplement Article 5 as follows:
“1. For central budget capital sources:
a) Domestic capital: 6,409,085 billion VND
- Arranged for 05 projects under the Socio-Economic Recovery and Development Program: 1,511.0 billion VND

- Capital allocation for project implementation in sectors and fields: 4,116,167 billion VND
Include:
+ Fully repay 100% of the NSTW capital by the end of 2020 that has not been recovered from 08 projects: VND 205,767 billion
+ Refund of government bond capital for 02 projects: 72,558 billion VND
+ Arrangement for 35 projects transitioning from the 2016-2020 period to the 2021-2025 period: VND 3,747,842 billion
+ Arrangement for 02 KCM projects in the period 2021-2025: 90.0 billion VND

- Arrangement for the National Target Program for New Rural Areas: 648,410 billion VND
- Arrangement for the National Program on Sustainable Poverty Reduction: 13,508 billion VND
Detailed allocation in accordance with the provisions of the Resolutions of the Provincial People's Council on the National Target Program for New Rural Areas and the National Target Program for Sustainable Poverty Reduction for the period 2021-2025 in Nam Dinh province.
- Additional capital from NSTW reserve fund: 120.0 billion VND
