Currently, the Tam Ky City Citizen Reception Committee is located in the administrative area of ​​the City People's Committee and does not have its own headquarters as prescribed. This Committee is headed by the Deputy Chief of Office of the City People's Council - People's Committee and arranges civil servants to regularly receive citizens.

At the city level, the chairman and vice chairmen receive citizens periodically on the 15th and 25th of every month. At the commune and ward levels, the chairman and vice chairmen receive citizens periodically one day a week.

From 2023 to the end of September 2024, Tam Ky City organized to receive 2,152 citizens; received 915 at the headquarters of the City People's Committee, of which the leaders of the City People's Committee received 132 (92 periodically, 40 unexpectedly); regularly received 783.
People's Committees of communes and wards in the city received 1,237 visits.

The content of citizen reception covers many different fields but mainly focuses on the fields of compensation for damages when the State acquires land, resettlement arrangements, land disputes, and planning.

Regarding complaints and denunciations, in 2023 and the first 9 months of 2024, the whole city received 107 petitions, including 88 complaints and 19 denunciations (93 from the City People's Committee; 14 from the People's Committees of communes and wards). Currently, there are 2 long-standing complaints in the city.

Tam Ky City People's Committee said that the situation of complaints and denunciations in some localities is still potentially complicated; the number of petitions arising is high in the fields of land, compensation for damages, and resettlement support when the State reclaims land to implement projects.

The city recommends that the monitoring delegation of the Vietnam Fatherland Front Committee of the province request the Provincial People's Committee to promptly issue detailed regulations on compensation, support, and resettlement when the State reclaims land in the province according to the new Land Law to ensure consistency in the implementation of current projects to limit the occurrence of complaints and petitions from people related to land rights.

Concluding the monitoring session, Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh requested the People's Committee of Tam Ky City to fully absorb the opinions of the members of the monitoring delegation to overcome shortcomings and limitations, thereby drawing lessons to do better in receiving citizens and resolving citizens' petitions.

Comrade Le Tri Thanh suggested that the city review and rectify the implementation of citizen reception and petition handling at the commune and ward levels. Because if done well and seriously at the grassroots level, it will limit the number of petitions sent by citizens to higher levels.

Currently, the provincial regulations have been relaxed, allowing the delegation of authority to receive people, but the authorized person must uphold responsibility, ensure expertise and need to be seriously prepared when receiving people.

Regarding the citizen reception office, Tam Ky City is studying the rearrangement of real estate facilities to arrange a separate citizen reception office to ensure facilities, human resources, etc. People participating in citizen reception must have a flexible attitude, create the best conditions for citizens, but at the same time strictly implement the citizen reception regulations to ensure discipline and order.

The announcement of the conclusion of the citizen reception must be issued within the prescribed time and must be promptly notified to the people in various forms. At the same time, there must be monitoring of the implementation of the conclusion after the citizen reception, especially the supervisory role of the Front.

Regarding the settlement of petitions, the Chairman of the Provincial Vietnam Fatherland Front Committee suggested that attention should be paid to petitions and reflections, because if done well, complaints and denunciations will be limited.

Many times, people do not want to complicate the problem, so they file a petition or complaint. If we handle the situation skillfully and resolve it well, we will limit citizens from filing more complicated complaints and denunciations.

According to comrade Le Tri Thanh, the settlement of complaints should be focused on from the grassroots level; during the settlement process, if there are complicated issues related to provincial agencies, it is necessary to proactively consult with higher-level agencies.
