Speaking at the 1st Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2025-2030 term on the morning of September 23, General Secretary To Lam emphasized that the Front is the people, the broadest gathering place of the masses. The strength of the Front is the strength of the people's hearts.

The General Secretary also stated that the country enters the 2025-2030 term with new requirements, restructuring the organization associated with innovation in operating methods; restructuring the socio -economic development space by "rearranging the country" through geographical division at the provincial and communal levels with a 2-level government model.
At the same time, shifting from "right direction" to "right and sufficient results", measurable, verifiable, the results achieved are not only felt but must enter the material and spiritual life, social activities of each street, hamlet, village, into each family, into each individual.
According to the General Secretary, ahead, we are carrying on our shoulders two 100-year goals of the nation, in which the spirit of the draft Resolution of the 14th National Party Congress, the draft Resolution of the first term of the Fatherland Front and the action program discussed and decided by the congress will be the "foundation" and the "red thread" throughout the term.
"The core issue is what goals to set and who will do them, how far they will go, when they will be finished, how they will be measured, and what the results will be," the General Secretary emphasized.
Reviewing the results and limitations of the Party Congress's recent term, the General Secretary proposed that the Congress unify three guiding viewpoints. The first is to take the people as the center, subject, goal and driving force of innovation. "Every resolution and action program must answer: what practical benefits will it bring to the people, to each vulnerable group, and to each specific community," the General Secretary noted.

The second is to combine democracy - discipline - rule of law. Expand democracy at the grassroots level, promote social dialogue, go hand in hand with enforcement discipline, rule of law, and respect for differences. At the same time, the General Secretary emphasized that it is necessary to shift from formal movements to substantive results, based on data and figures; prioritize models that can be quickly replicated, have reasonable costs, have a great impact on life, and bring practical benefits to the people.

From there, the General Secretary requested the Party Committee of the Vietnam Fatherland Front and the Central mass organizations to focus on 6 key tasks. Accordingly, it is necessary to perfect the organization and coordination mechanism in the direction of "one task, one focal point, one deadline, one result". The General Secretary requested to perfect the regulations on coordination of work between 25 Party organizations under the Party Committee. At the same time, it is necessary to clearly decentralize and delegate power; prevent overlap; and eliminate administrative organization of the Front.
The General Secretary also proposed to focus on consolidating and expanding the great national unity bloc with the spirit of "no one is left behind". The General Secretary proposed to design a multi-layered, multi-channel representative and participation network for all classes and organizations; deploy a "Digital Front Portal" to receive petitions 24/7 and "Month of listening to people's voices" at all levels and regions; and establish an interactive map of people's livelihood issues.
The third task, the General Secretary suggested, is to focus on taking care of people's lives according to the primary responsibility of each organization. Trade unions with the issue of employment - wages - labor safety; Farmers' Association with the issue of green rural livelihoods - digital agriculture - value chains; Women's Union with the issue of family security - gender equality - violence prevention; Youth Union with the issue of youth start-ups - digital skills - community volunteering; Veterans' Association, Former People's Police Officers with the issue of gratitude - community order and discipline.

The General Secretary also emphasized the task of innovating the way organizations operate, fighting against the "inverted cone" between the Central and the grassroots. The Youth Union and the Women's Union must expand the base of the pyramid, each industrial zone must have strong youth organizations and associations.
Trade unions return to their proper functions: regular dialogue, substantive collective discussion, protection of workers' rights, and building trade union institutions at home and at work. Farmers' Associations link cooperatives, clusters, processing, and markets. Women's Unions take the lead in social security programs, family happiness, and mental health care. Veterans' Associations and former police officers are the fulcrum for discipline, order, and prevention of social evils in the community... "Absolutely avoid formalistic movements, frequent meetings, good reports, but few results," the General Secretary emphasized.
The fifth key task, according to the General Secretary, is to institutionalize into a mandatory process the policy: people know - people discuss - people do - people check - people supervise - people benefit. Issue a set of criteria "3 public - 3 supervision": publicize goals - resources - progress; supervision by the people - Front - press.
Every social security program has a deadline, output standards, and impact index. At the end of each quarter, it must be publicly evaluated and receive the opinions of beneficiaries with the participation of representatives of workers, businesses, authorities, the Fatherland Front, and organizations.

"Don't leave the resolution beautiful on paper"
The sixth focus, according to the General Secretary, is discipline in implementation, practical emulation - thorough inspection. Apply the formula 3 easy - 3 clear - 3 measurable: easy to understand - easy to remember - easy to do; clear goals - clear responsibilities - clear deadlines; measure input - measure output - measure impact. Each member organization registers "one big result every quarter", "two breakthroughs every year"; publicly on the electronic tracking board. At the same time, strengthen inspection, supervision, strict rewards and discipline; do not make excuses, do not avoid conflicts, and do not chase after achievements.
The General Secretary emphasized that in order for the above 6 focuses to come into life, the role of the Standing Committee, Party committees at all levels and each Party member is decisive. The General Secretary requested that the Standing Committee of the Party Committee of the Fatherland Front must be truly exemplary, dare to think, dare to do, dare to take responsibility; choose the right breakthrough, the right person, the right job; establish a smooth coordination mechanism from the Central to the grassroots level.
Party members working in the Front and mass organizations system must be the core, maintaining "3 closeness": close to the people, close to the grassroots, close to the digital space; "5 musts": must listen, must dialogue, must be a role model, must take responsibility, must report results; "4 nos": no formalities, no avoidance, no shirking, no wrongful performance.
The General Secretary suggested that the congress discuss thoroughly, only passing targets that we are confident can be achieved and achieved well. The targets should be few but clear, measurable, and pervasive. The General Secretary noted that the Resolution of the Party Committee of the Fatherland Front and the Central mass organizations is not a copy of the draft Resolution of the 14th Congress; it must have the identity of the Front, be specific to the great national unity bloc, and be easy to remember - easy to do - easy to check. "Don't let the resolution be "beautiful on paper". Everyone must know what to do tomorrow, next week, next quarter," said the General Secretary.
According to the General Secretary, in every period, if the people are at peace, the country will be stable. The Front is the place to weave the connecting thread between the Party, the State and the people; it is the place to turn correct policies into correct actions and results. "What I want most in my term is to see clear changes at the grassroots level: fewer meetings; more work and action; fewer slogans, more results; fewer procedures, more smiles from the people," the General Secretary emphasized.
