According to Mr. Phan Truong Thanh, Head of the Finance-Planning Department of the Hanoi Department of Transport, Tu Lien Bridge is an important transportation project of the capital city. The bridge is included in the capital's transportation plan and is also a key transportation project within the Hanoi Party Committee's Program 03-CTr/TU on urban renovation, urban development, and urban economy of Hanoi City for the period 2021-2025.

Recently, the Department of Transport has collaborated with the Pacific Group to study the Tu Lien Bridge project using the PPP (public-private partnership) method. The study has resulted in a technical plan, which determines the total length of the route to be 11.5km; including the main bridge and approach roads at both ends, approximately 5.5km long, and connecting roads to the bridge within Dong Anh district, approximately 6km long; the total investment for the entire project is 22,000 billion VND.

Most recently, in early September, the Hanoi People's Committee announced that it had assigned the Department of Planning and Investment and the Department of Transport to study public investment for the Tu Lien Bridge project. The Department of Transport and the Hanoi City Investment and Construction Project Management Board will implement the main bridge and approach roads at both ends. Dong Anh district will be the investor for the section from National Highway 5 to the Hanoi - Thai Nguyen Expressway.
