Speaking to Tuoi Tre Online on May 14, Mr. Nguyen Van Son, Chairman of Hoi An City People's Committee, said he also received many reports about beggars and street vendors causing chaos in Hoi An and the digging up of streets.
The transition phase should have unexpected developments.
According to Mr. Son, in the past 2-3 months, almost all work has been focused on processing documents and tasks to prepare for the dissolution of the city-level apparatus and commune-level government organizations, along with the merger of Quang Nam province into Da Nang city.
Mr. Son said that if we count the working time, the Hoi An city apparatus will only exist for less than a month.
From now until the end of operations, agencies and units must focus all their efforts on processing documents and preparing post-merger work.
Regarding the appearance of some chaos in the old town, the chairman of Hoi An City People's Committee said that this is true and he himself has continuously gone down to check, requesting the forces to handle it strictly to keep a quiet space for tourists.
"Recently, beggars and street vendors have appeared quite a lot in Hoi An. Many individuals and organizations have taken advantage of this transition period to affect the general image of Hoi An.
I saw it myself, but wherever I went, they tried to hide. This is a transitional period, so there are some unexpected developments," said Mr. Son.

The last chairman of Hoi An city said that maintaining urban order and preventing illegal street trading, street vendors, beggars, etc. in Hoi An has long required coordination between units including the city's urban regulations, ward police, and urban order of Minh An ward.
However, according to policy, the city's urban regulation force has now been dissolved.
On the other hand, the city-level police force no longer exists, and the work is being transferred to the local police. Therefore, there are some issues that are not yet smooth in coordinating and ensuring order on the walking street.

In addition to the apparatus focusing on the merger, the Chairman of Hoi An City People's Committee said that over the past few months, Hoi An has been asking units to speed up the construction of urban infrastructure inside and outside the old town.
"A very important project related to the safety of long-term heritage that we have been working hard to promote over the past few years is the construction of the most advanced fire protection system (worth 200 billion VND) for the entire old quarter.

There is not much time left to complete the system, so for almost two months now, contractors and many parties have had to work day and night to keep up.
The digging up of the walking street for construction has caused chaos, loss of aesthetics, and general impact on the control of people entering and leaving. Partly because of that, the presence of street vendors and beggars has caused much trouble for tourists.
We will complete important, macro work before this June to prepare for the merger.
This morning (May 14), I also directed my colleagues to strengthen management and deal with forces that harass tourists. Letting chaos happen will greatly affect the image of Hoi An. We cannot relax management because of the merger.
When the merger is completed, Hoi An will strengthen its order and there will be no chaos like now. This period has some deviations, and the city hopes for sympathy and understanding from tourists and locals," said Mr. Son.

Beggars and street vendors appear on many streets, begging tourists for money and persistently following them.
There is a clip that shows a beggar lying on a wooden chair, pretending to be disabled, crawling onto the street to wait for alms. When the "work" session is over, this "disabled person" gets on an acquaintance's motorbike and leaves the area where many tourists gather.
