People start receiving September 2 gifts from today

The Ministry of Finance said that people will start receiving gifts of 100,000 VND from today, with the latest being September 15.

After the Politburo agreed to the policy of giving gifts to all Vietnamese citizens, each person 100,000 VND in cash on September 2, the Ministry of Finance said it had transferred full funds to localities for implementation.

The management agency will start giving gifts from today and finish before September 2. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15. The funding source for implementation is arranged in the central budget expenditure estimate for 2025.

Payments are made according to permanent households. The amount of money for each household is calculated for each person based on national data. The head of the household or an authorized member will receive it on behalf of and transfer it to other members. For citizens who have not registered for permanent residence, the gift is given directly to each person or authorized person.

To date, 28 banks have linked with the VNeID application to receive subsidies from social policies, including banks: Agribank, VietinBank, BIDV, Vietcombank, LPBank, HDBank, MB, Sacombank, PVcomBank, TPBank, ShinhanBank, NCB, NamABank, Kienlongbank, Agribank, BVBank,ACB , Vikki Bank and Co-opBank, Techcombank, VPBank...

In case of receiving cash directly , the Commune People's Committee decides the gift-giving location in accordance with actual conditions, prioritizing a location convenient for citizens. Citizens go to the gift-giving location at their permanent residence, temporary residence, or current residence to receive the gift. When receiving the gift, citizens must present their citizen identification card or legal documents. In case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required.

According to Resolution 263 dated August 29, the cash gift applies to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, reside in Vietnam and have a personal identification number in the National Population Database as of August 30.

This is a social security payment, disbursed by the State Treasury through commercial banks. During the holidays, the State Treasury will maintain its operations and conduct operations with commercial banks to ensure that gifts are delivered to people on time.

Currently, the Government has decided to add 10,700 billion VND from the central budget expenditure estimate for 2025 to implement this policy. Localities that do not use up all of it must return it to the central government. If there is a shortage, they will temporarily advance the local budget or other legal sources and report to the Ministry of Finance for supplementation.

It is expected that Ho Chi Minh City and Hanoi will be the two localities with the largest budget, over VND989 billion and VND848 billion respectively. Hai Phong, Thanh Hoa, Nghe An, Dong Thap, Can Tho, An Giang... all have a budget of over VND400 billion.
