Temporarily using National Highway 1 to organize special art program "Quang Tri

Accordingly, the Department of Construction is allowed to temporarily use the roadway on National Highway 1 from the intersection (National Highway 1 intersects with Tran Hung Dao) to the intersection (National Highway 1 intersects with Nguyen Trai Street) corresponding to the route from Km662+700-Km663+300/National Highway 1, in Dong Hoi ward to organize the special art program " Quang Tri - Convergence and Shine".

Temporary use time of National Highway 1: From 7:00 p.m. to 10:30 p.m. on September 1, 2025 and from 6:00 p.m. to 10:30 p.m. on September 2, 2025.

The Department of Construction is responsible for fully and seriously implementing the provisions in Clause 8, Article 21, Decree No. 165/2024/ND-CP, dated December 26, 2024 of the Prime Minister ; only organizing the special art program "Quang Tri - Convergence and Shine" on National Highway 1 from the intersection of National Highway 1 and Tran Hung Dao to the intersection of National Highway 1 and Nguyen Trai Street corresponding to the route from Km662+700-Km663+300, in Dong Hoi ward; properly implement the plan for temporary use of National Highway 1, the plan for organizing traffic on the road section to organize the special art program "Quang Tri - Convergence and Shine; the plan to ensure road traffic safety and order established by the Traffic Police Agency according to the provisions of Article 77, Law on Road Traffic Safety and Order and Article 21, Decree No. 165/2024/ND-CP, dated December 26, 2024 of the Prime Minister.

In case of failure to ensure traffic order and safety when organizing events, a traffic diversion plan must be developed for some or all people and vehicles participating in traffic to follow other routes.

During the program, traffic safety measures must be implemented according to the approved plan; any arising situations must be promptly handled to ensure safety for people and vehicles participating in events and people and vehicles participating in traffic; measures and work must be taken to ensure fire and explosion safety, construction safety, and environmental protection according to the provisions of the law on fire and explosion prevention and fighting, the law on environmental protection, the law on construction, and other relevant laws; all materials, vehicles, equipment, tools, and temporary constructions serving the event must be cleared; garbage must be swept, collected, and roads must be washed, and the road surface must be restored to its original condition when the event is completed; the event must be held in accordance with the time allowed for temporary use of roads, sidewalks, and part of urban roads.
