The arrowroot plant is very closely associated with the lives of people in the highland communes of Binh Lieu district, and Binh Lieu is also the district that produces the most arrowroot vermicelli in Quang Ninh province. In order for the arrowroot vermicelli product to develop more and more and achieve OCOP product status, there is a great effort from many elderly people in the district.
Mr. La A Chiu, 67 years old, Na Ech village, Huc Dong commune, Binh Lieu district is one of the pioneers in the production of dong vermicelli in Huc Dong, helping dong rieng growers in the area have a stable place to consume their dong products. Taking advantage of the Khe Van waterfall providing fresh water all year round to "feed" the fields in the commune; the hilly land along the river has suitable humidity for growing dong rieng; as a person who served in the army, traveled to many places and learned many things, Mr. Chiu boldly planted dong, processed it into dong vermicelli for a much higher income than growing rice. Since 2000, Mr. Chiu's family has started making dong vermicelli, but at that time it was done manually and took a lot of effort to produce vermicelli products. Having vermicelli, in the early days he had to go out and sell the dong vermicelli himself.

In 2006, Mr. Chiu began to expand the production of cassava vermicelli, he bought a cassava root grinder and a vermicelli slicing machine. At that time, Huc Dong did not have electricity, so the machine still had to be operated by human power, but thanks to the machine, the vermicelli productivity increased, from only producing 200 kg of vermicelli/year to 700 kg/year, creating jobs for many local workers. When the electricity grid came to Huc Dong village, Mr. Chiu boldly borrowed money from the bank to expand the factory and invest in the necessary machines for the vermicelli production process; increasing the vermicelli productivity from a few quintals to more than 10 tons/year, equivalent to consuming more than 400 tons of cassava roots. He bought a 1.4-ton truck to transport goods to agents in and outside the district. When purchasing cassava roots, Mr. Chiu prioritized products from people in the commune, helping everyone promote the cultivation of cassava. He also always propagates and encourages people to grow cassava to ensure quality, maintain food hygiene and safety, and not use stimulants that affect consumers. He told people: “We are in remote areas, we do not have the advantage of selling like many other places, so people should put product quality first. To have good cassava vermicelli products, we must first have cassava tubers of good quality and clean products. When we have quality products, customers will come to us. If the products are of poor quality, customers will turn their backs on us.” From producing cassava vermicelli, Mr. Chiu’s family has become a well-off household in the commune, maintaining the reputation of local OCOP cassava vermicelli products. In terms of crop season, his vermicelli production facility creates jobs for 20 local workers, with an average income of 7 million VND/person/month. What is more important is that hundreds of cassava growers in the commune always believe that the products they make have a consumer address. The vermicelli making profession has contributed to transforming poor rice-growing lands in Huc Dong into economically efficient arrowroot growing areas.
