Many years of attachment

"Hello everyone, I'm about to go to work. Many friends have asked and expressed their concern, but I'm still doing my job, still working until the last day because of passion, work, and responsibility. Everyone, please give me a like, a heart", said Ms. Nguyen Thi La, Vice President of the Women's Union of Nam Hung Commune (Nam Sach), then turned off the camera, got on her motorbike and went to the commune People's Committee headquarters to go to work as usual.

This year, Ms. La turns 60 years old and has been Vice President of the Women's Union of Nam Hung commune for 11 years and worked at the commune radio station for 9 years. These are all non-professional positions at the commune level.

With love for her homeland and trust from local authorities, Ms. La has devoted herself for more than ten years and has been recognized.

According to the Project on reorganizing administrative units at all levels and building a 2-level local government model approved by the Prime Minister on April 14, the use of part-time workers at the commune level will end. The local government will consider and arrange part-time workers at the commune level who meet the requirements of the task to participate in work in villages and residential groups. Implement a policy of dismissal for part-time workers at the commune level who are not assigned work according to regulations.

According to the above project, part-time activists in the commune like Ms. La will stop working. Before this policy, Ms. La always thought that she would stick with the association's work for a long time, contributing until she could no longer meet the requirements.

So right now, Mrs. La feels regretful but also somewhat excited and hopeful.

"I may soon have to say goodbye to the association, the radio station and my colleagues after many years of attachment, and I am also reluctant. However, this is also an opportunity for people like me to rest so that the younger generation and specialized cadres from the district to the commune level will be in charge of and carry out more systematic, methodical and professional work," Ms. La hopes.

Mrs. La also plans to return to work after retiring, to do business , raise livestock, and grow crops. Especially to spend time taking care of her family and looking after her grandchildren.

This is also the common feeling and attitude of many long-time non-professional activists at the commune level today.

Ready to adapt

Mr. Le Dinh Thanh, Deputy Secretary of the Youth Union of Hung Long commune (Ninh Giang) and the Secretary of the Youth Union of the commune are discussing the preparation for the organization of the Trong pagoda festival and the summer activity plan.

While the elderly are preparing to retire early, young part-time activists in Hai Duong are preparing to take the lead, ready to adapt to the new journey. Among them, there are young Deputy Secretaries of the Commune Youth Union.

Mr. Le Dinh Thanh (born in 1993) in Van Diem village, Hung Long commune (Ninh Giang) is holding the position of Deputy Secretary of the Commune Youth Union.

Mr. Thanh has been involved in the youth union since 2015 in the Van Diem village Youth Union and has been the Deputy Secretary of the Commune Youth Union since 2023. He has been persistent and devoted since the days when the allowance was still low. Since July last year, the monthly allowance has increased sharply.

Over the years, he has worked both as a crew member and in the transportation business.

Mr. Thanh also had plans for himself when he stopped his part-time job at the commune.

Mr. Thanh currently has 3 trucks, he drives 1 truck and hires 2 more people. Every year, during the 3 summer months from June to September, he hires a driver for those 3 months to focus on organizing summer activities for students and teenagers.

He is very enthusiastic and serious about the union work and is studying public administration at Thanh Dong University, expected to graduate in August.

Hearing that the organization would stop using part-time workers when reorganizing the organization, Mr. Thanh felt disappointed and regretful because he was attached to the Youth Union activities.

As a young man with enthusiasm and responsibility for his family, Mr. Thanh has his own plans to adapt in time.

"The time working in the Youth Union has given me beautiful and memorable memories of my youth. In the future, I may not be the Deputy Secretary of the Commune Youth Union, but I will always be ready to contribute and participate in the Youth Union and local movements and tasks in other roles. I will also complete my studies to graduate and then focus on developing the transportation business and taking care of my family," Thanh shared about his plans.

In addition to being part-time activists, Deputy Secretaries of the Commune Youth Union like Mr. Thanh often do many other jobs to earn extra income such as online business, working extra for businesses, helping their families...

When they stop working part-time, they will return to focus on developing their own careers, ready to adapt to the wishes of authorities and sectors to soon have specific instructions and resolve appropriate policies and regimes after their efforts and contributions in the past time.

In 2025, the total number of non-professional staff assigned at the commune level in Hai Duong province will be 2,742 people. The positions of non-professional staff at the commune level in Hai Duong according to Resolution No. 26/2023/NQ-HDND include 18 positions/commune, town, 20 positions/ward.

Non-professional workers who quit their jobs may enjoy benefits under Decree No. 29/2023/ND-CP on streamlining payroll.
