Not long ago, the incident involving several female students whose private videos were leaked on various adult forums and websites caused widespread outrage because these clips were taken from surveillance cameras in the changing room of a photo studio. Specifically, 18-year-old NTBK and three friends went to a Korean photo studio on Bach Mai Street (Bach Mai Ward, Hanoi ) to have their photos taken. During the photoshoot, the students went to the waiting room to change clothes, hoping to capture many different photos with various outfits and angles. Everything went normally until a month later, when the students discovered that some of their changing videos in the photo studio had been leaked on a "pornographic" website.
Ms. Nguyen Thu Giang (Lang Ward, Hanoi) said: “The clips circulating online have shocked and unsettled me. Our group often takes photos, so we frequently change clothes in the changing areas of photo studios, cafes, or public restrooms. Now I'm not sure if those changing areas are being secretly filmed or not.”
Ms. Giang's concerns are well-founded, as recently, several offensive clips circulating on social media, taken in the office of a man allegedly working at a private high school in Ninh Binh, have caused a public outcry. Besides questions about the ethics, lifestyle, and "deviant" behavior of the person in the clips, many people also expressed concern about the violation of privacy. This is because there have been previous instances of private images and clips being leaked online, largely due to leaks from surveillance cameras.
Mr. Han Minh Ha (Yen Hoa ward, Hanoi) shared: “Previously, my family installed cameras in my child's bedroom to easily monitor and remind him to study, but the recent incidents of private images being leaked online have made me very worried. The whole family has decided to turn off the cameras in my child's bedroom to ensure safety and prevent unauthorized access.”

The benefits of surveillance cameras in ensuring security and protecting property are undeniable. Cameras also help family members monitor the activities of the elderly and children, allowing for timely care, reminders, or handling of unexpected situations. However, conversely, cameras pose many risks of being hacked, having information stolen, and images and videos disseminated if users pay little attention to security.
According to lawyer Nguyen Anh Thom, Head Representative of Nguyen Anh Law Office (Hanoi Bar Association), the law has stipulated many provisions related to the protection of personal information and images, such as Article 21 of the 2013 Constitution and Article 38 of the 2015 Civil Code, which consistently affirm: "Private life, personal secrets, and family secrets are inviolable and protected by law."
"Decree No. 15/2020/ND-CP dated February 3, 2020, stipulating administrative penalties for violations in the fields of postal services, telecommunications, radio frequencies, information technology, and electronic transactions, amended and supplemented by Decree No. 14/2022/ND-CP dated January 27, 2022, clearly states that the fine ranges from VND 10 million to VND 20 million for the act of disclosing information belonging to the category of private life, personal secrets, and family secrets that do not yet warrant criminal prosecution; and the fine ranges from VND 40 million to VND 60 million for the act of providing, sharing, or disseminating collected, accessed, or controlled personal information to a third party without the consent of the information owner," lawyer Nguyen Anh Thom stated.
Despite comprehensive legal regulations, verifying the information of "cybercriminals" on social media is not easy. On social networks like Facebook and Telegram, there are many groups selling hidden cameras, miniature cameras, and clips of breaking into surveillance cameras in shops, hotels, and homes. Some even sell access to active cameras. Some groups operate by sharing clips and charging monthly fees or fees per download and view.
To prevent surveillance cameras from being misused as hidden cameras, cybersecurity experts advise people to improve their privacy protection skills. When purchasing surveillance cameras, people should choose reputable brands with advanced security technology and be wary of cheap, unbranded cameras widely sold online. When installing cameras, carefully consider placement in sensitive, private areas of the home. When using them, set complex, hard-to-guess passwords, enable two-factor authentication, and regularly update the software to patch vulnerabilities. If there are signs of privacy violations or if images are found to be illegally disseminated, report it to the local police or the Cyber Security and High-Tech Crime Prevention Department ( Ministry of Public Security ).
Installing surveillance cameras is essential for home security, but users also need to protect their own privacy and that of their loved ones from the cameras, preventing these surveillance devices from becoming tools for cybercriminals to attack.
