Integrating Dong Son district into Thanh Hoa city must create a sense of excitement among the people.

On the morning of November 13th, Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, held a working session with key leaders of Dong Son district to discuss the implementation of the Resolution of the 25th District Party Congress, term 2020-2025; and the results of the task of merging Dong Son district into Thanh Hoa city and establishing wards within Thanh Hoa city.

Also attending the working session were members of the Provincial Party Standing Committee: Nguyen Van Hung, Head of the Provincial Party Organization Department; Nguyen Ngoc Tien, Head of the Provincial Party Internal Affairs Department; Nguyen Van Thi, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Quang Hai, Provincial Party Committee member, Vice Chairman of the Provincial People's Council; leaders of the Provincial Party Committee's departments, the Provincial Party Committee Office, and provincial departments and agencies.

Implementing the Resolution of the 13th National Congress of the Party, the Resolution of the 18th Provincial Party Congress, and the Resolution of the 25th District Party Congress amidst numerous difficulties and challenges, but with the close and timely leadership and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and the coordinated support of provincial departments, agencies, the Fatherland Front, and political and social organizations, the Party Committee and people of Dong Son district have upheld revolutionary traditions, united, strived, and demonstrated high determination to achieve many important and comprehensive results in all fields.

Every year, the district consistently meets and exceeds the set targets. Of the 30 targets set in the Resolution of the Party Congress for the 2020-2025 term, 12 targets were exceeded, 15 targets were met, and 3 targets remained unmet.

Dong Son district leads the province in several indicators, such as: Annual budget revenue consistently exceeds the assigned plan. Average per capita income is projected to reach 70 million VND/person/year by the end of 2024. The district has completed the multidimensional poverty reduction target for the 2021-2025 period, with the poverty rate at 0.004% (for those no longer able to work).

Dong Son district also leads the entire province in building new rural areas. To date, the district has 10 communes meeting advanced new rural area standards, reaching a rate of 76.92%; 5 out of 13 communes meeting model new rural area standards, reaching a rate of 38.46%; and 78 out of 85 villages meeting model new rural area standards, reaching a rate of 91.76%. Four communes, 33 agencies and units, and 67 villages and residential areas have been awarded the title of model according to President Ho Chi Minh 's teachings. Infrastructure has been invested in quite comprehensively, and the face of rural and urban areas has undergone many changes.

Socio-cultural aspects have seen many progressive changes, with significant investment in school infrastructure and health centers. All 38 schools have met national standards, and it is estimated that by the end of 2025, 28 schools will meet level 2 standards (reaching 73.6%, exceeding the target set by the Congress Resolution by 23.6%), leading the province in the percentage of schools meeting level 2 standards. Social welfare is also adequately addressed.

Political security has always been maintained, and social order and safety have been ensured. Significant achievements have been made in Party building and the development of the political system, making Dong Son district one of the leading districts in the deployment and rotation of cadres. The district Party Committee has been recognized by the Provincial Party Committee for six consecutive years as having excellently fulfilled its nhiệm vụ (tasks/duties). In 2022, Dong Son district was awarded the Third-Class Independence Medal by the State.

To carry out the task of incorporating Dong Son district into Thanh Hoa city and establishing wards within Thanh Hoa city, the Standing Committee of the District Party Committee directed departments, agencies, the Fatherland Front, and political and social organizations to strengthen propaganda work; and directed the District People's Committee and the People's Committees of communes and towns to organize the collection of voter opinions.

The total number of voters who agreed to merge Dong Son district into Thanh Hoa city was 53,962 out of 55,074 voters, reaching 97.98%. The number of voters who agreed to the establishment of Rung Thong and Dong Thinh wards was 9,864 out of 9,924 voters, reaching 99.39%.

The Standing Committee of the District Party Committee also directed the District People's Council to hold a special session to approve the plan to merge Dong Son district into Thanh Hoa city and establish Dong Thinh ward and Rung Thong town. As a result, all 23 delegates present approved the plan to merge Dong Son district into Thanh Hoa city and establish Dong Thinh ward and Rung Thong town within Thanh Hoa city.

Speaking at the meeting, members of the Provincial Party Standing Committee and leaders of provincial departments and agencies analyzed and clarified the achievements of Dong Son district from the beginning of the term to the present. Opinions suggested that, to achieve comprehensive success in all fields, the Party committees, government from the district to the grassroots level, and the people of the district have maintained unity and cohesion within the Party organization, first and foremost within the District Party Standing Committee, the District Party Committee Executive Board, and Party committees at all levels, based on the effective implementation of the principle of democratic centralism and the regulations of the Party and the laws of the State.

At the same time, the district has thoroughly and effectively implemented the policies and resolutions of the Central Government and the Provincial Party Committee; it has adopted comprehensive, focused, and proactive solutions in leading and directing the implementation of tasks.

The opinions also highly appreciated the fact that in the past period, in implementing the policies of the Central Government and the province, the Party committees, authorities, and mass organizations of Dong Son district have closely coordinated with Thanh Hoa city and functional departments of the province to actively and promptly implement the assigned tasks, submit the Thanh Hoa urban master plan for approval, build and finalize the plan to merge Dong Son district into Thanh Hoa city, and meticulously prepare all conditions for the merger according to Resolution No. 1238/NQ-UBTVQH15 on the rearrangement of district and commune-level administrative units of Thanh Hoa province in the 2023-2025 period.

In his concluding remarks, Provincial Party Secretary Nguyen Doan Anh stated: Dong Son has a rich history, culture, and revolutionary tradition, a "land of outstanding people," the birthplace of many heroes, renowned officials, and famous generals. This tradition has fostered the admirable qualities of the people of Dong Son, including patriotism, revolutionary spirit, diligence, dynamism, and creativity. Dong Son also has a favorable geographical location for development, situated in the center of the Thanh Hoa delta region, at the intersection of the province's East-West and North-South economic corridors, and connected to many vital transportation routes.

In recent years, during its development, Dong Son has become a bright spot, ranking among the leading districts in the province. Implementing the policy of merging the entire Dong Son district into Thanh Hoa city will create a great advantage for trade connections and expand the urban development space of the locality.

On behalf of the provincial leadership, Provincial Party Secretary Nguyen Doan Anh acknowledged, commended, and congratulated the achievements that the Party Committee, government, and people of Dong Son district have made since the beginning of the 2020-2025 term; as well as the results of implementing the task of merging Dong Son district into Thanh Hoa city and establishing wards within Thanh Hoa city.

Affirming that the merger of Dong Son district into Thanh Hoa city is a correct policy with long-term strategic significance not only for the development of Dong Son district and Thanh Hoa city, but also for the entire province, Provincial Party Secretary Nguyen Doan Anh emphasized: The implementation process has shown the political determination of the Party committees and authorities at all levels, and the consensus of all strata of the people. At the same time, Dong Son district has taken very systematic, scientific, and effective steps and methods.

However, this is an extremely difficult and complex task, requiring continued determination and greater effort, addressing each task meticulously, cautiously, and objectively. First and foremost, Dong Son district needs to continue doing a good job of propaganda and mobilization, creating clarity and unity in awareness and action among cadres, Party members, and all strata of the people; creating a positive mindset and atmosphere so that after the merger, they will quickly integrate and adapt both administratively and socially; and so that the new city can quickly operate stably and effectively for development.

Government at all levels must listen to the opinions of the people and promptly address the legitimate aspirations and proposals of the people, organizations, and businesses.

The Standing Committee of the Dong Son District Party Committee, in coordination with the Provincial Party Committee's Organization Department and the Standing Committee of the Thanh Hoa City Party Committee, is urgently developing a plan for the placement and arrangement of cadres from the two localities under the management of the Provincial Party Committee's Standing Committee after the merger of Dong Son District into Thanh Hoa City. This plan will be submitted to the Provincial Party Committee's Standing Committee, ensuring objectivity, democracy, adherence to regulations, maximizing the capabilities and strengths of cadres, and effectively meeting job requirements.

Relevant agencies should review, inventory, and assess existing public assets, and develop plans for their rational, efficient, and legally compliant management and utilization, avoiding waste.

Furthermore, from now until January 1, 2025, Party committees, government agencies, mass organizations, and administrative and public service units of the district must maintain stable and effective operations, ensuring that the merger does not affect overall work. They must urgently review, supplement, and complete all relevant documents and records related to their respective fields to facilitate the handover to Thanh Hoa City in accordance with regulations; and effectively carry out the statistical and inventory work of documents and records to support the handover and acceptance process.

Along with the administrative unit reorganization, Dong Son district needs to closely coordinate with Thanh Hoa city to develop a socio-economic development plan, ensure national defense and security, and build the Party and political system for the new Thanh Hoa city in 2025 after the merger. This will ensure the effective utilization of the potential and strengths of both localities and the new opportunities and advantages, contributing to the successful achievement of the goals and tasks set forth in the Resolutions of the Party Congresses for the 2020-2025 term of Dong Son district and Thanh Hoa city.

Provincial Party Secretary Nguyen Doan Anh emphasized: The merger of Dong Son district into Thanh Hoa city is not just a matter for the two localities, but a common task for the province and many relevant departments and agencies. Therefore, relevant units must proactively coordinate closely to resolve issues quickly, promptly, and in accordance with regulations so that the merger of Dong Son district into Thanh Hoa city creates a positive atmosphere among the people and in social life.
