Village 18A has 125 households (530 people) with 6 ethnic groups living together. The people make a living from various occupations, such as farming, small businesses, and trading. Many households from other localities also rent premises to do business in the area, so the work of mobilizing the community and disseminating legal information requires more effort.

When implementing campaigns and emulation movements, Mr. Hoang Ngoc Chung always chose solutions that fostered strong unity and consensus among the people. To achieve this, he and the Party committee always maintained close contact with the people, promptly resolving any related issues; and paid attention to the education of local children... All matters were discussed openly and democratically before implementation, thus creating consensus and positive response from the villagers.

When he first became village head (in 2008), the villagers were still facing many difficulties and shortages. The entire village had 24 households classified as poor or near-poor. With this responsibility in mind, Mr. Chung was always concerned: "Our people are engaged in small-scale farming and trading; how can we ensure they have a decent standard of living?"
By understanding the concerns of the villagers, Mr. Chung chose economic development and improving the people's lives as his top priority. Over the years, Mr. Chung, along with the village Party branch, has regularly propagated and encouraged the people to actively transform the crop structure, renovate neglected gardens, build model gardens, and develop diverse service and trade sectors. In addition, the village has created favorable conditions for people to access preferential loan sources to develop their family businesses...
The biggest turning point came in 2018, when local people gained access to capital and participated in training courses on coffee, pepper, and rice production techniques, as well as developing livestock farming models. Rice fields, coffee plantations, and pepper gardens were revitalized thanks to proper production techniques, resulting in healthy growth and high yields. The movement to raise goats and cattle for organic fertilizer has flourished, creating a cycle of income from livestock farming to crop cultivation. As a result, many households in Hamlet 18A now have high incomes, such as the families of Mr. Le Ngoc Hien, Mr. Huynh Hai Hoa, and Mr. Nguyen Dinh Hai…

Rising incomes lead to increased purchasing power, resulting in a more vibrant trade and service sector. The development of food and beverage establishments and entertainment venues contributes to improving the quality of life for the local people.
Mr. Tran Trong Luong, owner of Thuy Truc coffee shop (village 18A), shared that Mr. Hoang Ngoc Chung diligently engages with the villagers of village 18A. Depending on the activity, the methods of information dissemination and propaganda vary. This could involve visiting individual households, meeting people in person, distributing leaflets, or making announcements at meetings. Currently, information is regularly updated on the village's Zalo group, helping villagers understand and participate actively.
Recounting his nearly 20 years of serving the community, Mr. Chung shared: "To gain the people's trust and respect, we must first set a good example. All matters, big and small, in the village are democratically and transparently approved by the Party branch. When Party members are united, implementation among the masses becomes much easier."

During his nearly 20 years as village head, Mr. Hoang Ngoc Chung received many commendations and was elected a respected figure, but for him, the greatest reward was seeing his neighbors united, and every family enjoying a comfortable and prosperous life on their homeland.
