The emergency relief goods from the Government and people of Japan are the first international relief shipments in this natural disaster.
According to a press release on October 13, the Japan International Cooperation Agency (JICA) said that in September and October 2025, Vietnam suffered consecutive severe natural disasters, including storms No. 8 (Mitag), 9 (Ragasa), 10 (Bualoi) and 11 (Matmo), along with widespread heavy rain and flooding after the storms in many areas.
Of these, storms Mitag and Ragasa made landfall in the North and Central regions in early September, causing initial damage to infrastructure and agriculture .
Then, storm Bualoi made landfall in Nghe An and Ha Tinh provinces in late September, causing heavy damage.
Before the flood receded, storm No. 11 (Matmo) made landfall in the northern provinces, pushing river water levels to alarming levels, exceeding historical records in some areas, causing serious consequences, especially in Bac Ninh and Thai Nguyen provinces.

In response to the urgent request from the Vietnamese Government, the Japanese Government, through JICA, has decided to deliver emergency relief goods to support people affected by storms and floods.
Relief goods under the Japan Emergency Disaster Relief Program, including essential items such as water purifiers, blankets, multi-purpose plastic sheets and plastic cans, aim to help people in affected areas overcome the consequences of natural disasters and soon stabilize their lives.
According to the announcement, the goods were transferred from JICA's warehouse and arrived at Noi Bai International Airport on October 13.
The handover ceremony was held on the same day at Noi Bai Airport, where the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment of Vietnam) officially received the relief goods.
The Department will coordinate the distribution of relief goods to Bac Ninh province, one of the heavily affected provinces.
Mr. Kobayashi Yosuke - Chief Representative of JICA Office in Vietnam - affirmed: "We are committed to supporting the Vietnamese people in this difficult time. We hope that the emergency relief goods will reach those in need as soon as possible and contribute to helping them stabilize their lives."
JICA also emphasized that this support reflects the strong partnership and solidarity between Japan and Vietnam.
