From the above information, we met some lottery ticket sellers in Tra Vinh city and received some rather pitiful stories. Kim So Ma Ly, a blind man who sells lottery tickets on the streets and in shops in Ward 1 and Ward 2, said that he earns his living by selling lottery tickets. However, recently, Ma Ly was very worried when he heard that agents did not take back unsold lottery tickets. Or there were cases where agents took back excess lottery tickets sold the day before, but the next day they reduced the number of tickets from the retailers... This situation has put pressure and even caused difficulties for the elderly who sell lottery tickets, especially on bad weather days - Ma Ly shared.
The second case we met was Ngo Le Hoai Trang, residing in Hoa Thuan commune, Chau Thanh district. Hoai Trang is 16 years old and dropped out of school 2 years ago (grade 8) to sell lottery tickets with her mother. From Hoa Thuan, Hoai Trang rode her old electric bike to Tra Vinh city, then parked her bike at a friend's house and continued to sell lottery tickets on foot. Hoai Trang said that due to difficult family circumstances, she dropped out of school to sell lottery tickets. However, she feels a lot of pressure because recently the lottery tickets have not sold well and she cannot return them to the agents (except on Saturdays when they are returned because there are 2 lottery ticket companies).
From this incident, Hoai Trang said that every day she has to rush to sell all the lottery tickets (about 180 tickets) before the companies open the prize. As for her mother, she is still a housewife to take care of her father who works as a construction worker and Trang's younger brother and sister who are still in school, so the pressure to sell all the lottery tickets is even greater.

Faced with the above situation, we were informed by comrade Nguyen Van Nhac, Deputy Director of Tra Vinh Provincial Lottery One Member Co., Ltd. that in early August 2023, the Ministry of Finance issued Official Dispatch No. 8721/BTC-TCNH "on compliance with the State's regime in lottery business activities"; the Southern Lottery Council issued Resolution No. 68/NQ-XSKTKVMN "On solutions to stabilize the traditional lottery ticket business market in the Southern region".
On that basis, on August 24, 2023, Mr. Nguyen Van Nhac, Deputy Director of Tra Vinh Provincial Lottery One Member Co., Ltd. signed Official Dispatch No. 54/XSKT-KHKD "On stabilizing the lottery ticket business market". This dispatch clearly states that in order to ensure the stability of the business market, to ensure the harmony of interests between agents and retailers, for the sustainable development of traditional lottery tickets in the region in general, Tra Vinh lottery tickets in particular in the coming time.
The company recommends that Tra Vinh lottery agents seriously implement the following contents: (1) Agents are requested to organize the distribution and sale of traditional lottery tickets in the correct business area in the Southern region and not to bring tickets to the business area in the Central region and vice versa. (2) Implement the distribution method according to regulations and require level 2, level 3 agents and retailers not to sell lottery tickets through social networks (payment via technology applications, the seller keeps the tickets for the winner and only delivers the tickets or pays the winning money when the winner wins). In case of a dispute (when winning a prize), the agent and seller are fully responsible. (3) Distribute and consume lottery tickets at a rate appropriate to market demand, without using measures to put pressure on level 2, level 3 agents and retailers. Because, throughout the past and present, the Company has organized the collection of unsold agent tickets and returned them to the Company at 21 locations in provinces and cities in the Southern region according to Clause 2, Article 3 (Lottery ticket agent contract signed between the agent and the Company). (4) Agents maintain the same exchange and sale ticket prices as before the increase in sales, because this price has created stability in the market over the years. At the same time, remind level 2 and level 3 agents when delivering tickets to ensure that retailers receive a minimum of 10% on the face value of 10,000 VND, in order to implement the spirit of "sharing, first come, last", ensuring stable income for retailers, for cooperation and sustainable development between the parties. (5) Remind level 2, level 3 agents and retailers to sell tickets at the correct face value of 10,000 VND/ticket. If there is any violation, agents and retailers will be fully responsible before the law. |
