On June 17, the Standing Committee of Bac Lieu Provincial Party Committee held a conference to deploy the task of piloting the new commune-level operating apparatus. Mr. Huynh Quoc Viet - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, attended and directed the conference.
Mr. Ho Thanh Thuy - Member of the Provincial Party Standing Committee, Head of the Organization Committee of Bac Lieu Provincial Party Committee, announced the decisions to establish a Preparatory Committee to prepare for the pilot operation of the new commune-level government model. Accordingly, the Preparatory Committees of 25 communes and wards were completed, of which 7 units were selected to carry out the initial pilot operation, including: Bac Lieu Ward, Gia Rai Ward, Vinh Loi Commune, Hoa Binh Commune, Phuoc Long Commune, Hong Dan Commune, Long Dien Commune.
The trial operation period begins on June 20. The remaining units will deploy from June 24 to 28. The official operation of the entire model is scheduled for July 1, after organizing an assessment and drawing lessons. Along with the operational task, the Preparatory Committee is also assigned the task of advising on the drafting of documents for the Party Congress for the 2025-2030 term. It is expected that Bac Lieu ward and Phuoc Long commune will organize a model congress in early July and complete the commune-level congress in July 2025.
At the Conference, the leaders of Bac Lieu Department of Home Affairs also specifically deployed the plan to pilot the commune-level government model after the rearrangement. In addition to the organization of the apparatus, the plan also includes piloting the document management and operation system; the operation of the Public Administration Center; and regular administrative procedures directly related to people and businesses.

Speaking at the Conference, Mr. Huynh Quoc Viet, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Bac Lieu Provincial Party Committee emphasized: “In the past time, the entire political system of the province has made efforts to implement the major policies of the Central Government on building a two-level government model, moving towards merging the two provinces of Ca Mau - Bac Lieu.
By July 1, the district level will no longer exist, and the commune level will come into actual operation. Therefore, the requirement is to improve the effectiveness and efficiency of operations to best serve the people.
The Standing Deputy Secretary of the Bac Lieu Provincial Party Committee also requested the Preparatory Committee and localities to fully prepare facilities, select suitable working offices, and reasonably arrange departments and accommodations for officials and civil servants. "It is necessary to review equipment, make use of existing facilities, minimize new purchases, but still ensure technology infrastructure requirements, and be ready for a digital working environment," Mr. Huynh Quoc Viet noted.
In addition, Mr. Huynh Quoc Viet - Standing Deputy Secretary of Bac Lieu Provincial Party Committee directed that after the merger, the province needs to rearrange public service units such as: Project Management Board, Medical Center, centers under departments and branches... At the same time, requested the Provincial People's Committee to closely direct and promptly support equipment for localities, in the spirit of saving and efficiency.
“We need to continue to research, concretize and effectively implement the Central Committee’s new resolutions, policies and guidelines. This is the premise for Bac Lieu and the whole country to enter a new stage of development, comprehensive innovation in the organization and operation of the state administrative apparatus,” the Standing Deputy Secretary of the Provincial Party Committee emphasized.
The Standing Committee of Nghe An Provincial Party Committee has just issued Plan No. 346-KH/TU on piloting the model of organizing the 2-level local government apparatus throughout the province.
As planned, the pilot activity will take place on June 20, with the central bridge located in Dong Loc commune (a new administrative unit established on the basis of merging 3 communes: Khanh Hop, Nghi Thach and Thinh Truong of Nghi Loc district). From this bridge, the program will be connected online to the remaining 129 communes and wards across the province.
The trial operation content includes: Rehearsing the Conference of the Party Executive Committee of the commune for the term 2025 - 2030 to deploy a number of contents such as: Building working regulations, work programs of the Party Executive Committee, the Standing Committee of the Party Committee, the Standing Committee of the Party Committee of the commune. Assigning tasks to members of the Party Executive Committee of the commune, members of the Standing Committee of the Party Committee of the commune. Preparation of documents for the Party Congress of the commune for the term 2025 - 2030 and other necessary contents when putting into operation the model of organizing the 2-level local government apparatus.
At the same time, test the operation of the Commune-level Public Administration Service Center with the following contents: Operating the Document Management System software (receiving and transferring documents to and from the political system) and the Provincial Official Email System. Operating the reception and handling of some basic administrative procedures of local people and businesses; and other contents necessary for the operation of the Commune-level Public Administration Service Center.
The operation will be connected online to 130 communes and wards in the province. On the basis of completing the trial operation in Dong Loc commune, the remaining communes and wards will organize trial operation activities at their units before officially starting the operation of the new commune level.
The purpose of the pilot operation of the two-level local government organization model is to improve the leadership and direction capacity of the Party Committee, the management and operation of the government, the advisory capacity of departments, offices, the Fatherland Front and socio-political organizations at the commune level in operating and organizing activities after the rearrangement and reorganization of administrative units, ensuring smooth, effective, efficient, and uninterrupted work when the district-level activities end...
Timely deploy legal documents on the organization of the 2-level local government apparatus; decentralization, delegation of authority and assignment of authority. Communes and wards draw experience in immediately implementing some immediate tasks when coming into operation: Building working regulations, assigning tasks to the executive committee and standing committee; establishing grassroots party organizations, establishing advisory and support agencies; planning to organize commune and ward party congresses for the 2025 - 2030 term (building political reports, contributing comments to draft documents of higher levels...).
After the reorganization, Nghe An province has 130 commune-level administrative units, including 119 communes and 11 wards; of which 110 communes and 11 wards were formed after the reorganization and 9 communes did not undergo the reorganization: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Binh Chuan, Huu Khuong, Luong Minh, Chau Binh.
The total number of district-level and commune-level cadres, civil servants and district-level officials in Nghe An is currently 12,721. After the arrangement and assignment of 7,800 people, the remaining 3,530 people will be resolved within 5 years according to regulations.
