GD&TĐ - On August 27, the Ho Chi Minh City People's Committee held a summary of the 2024-2025 school year and deployed tasks for the 2025-2026 school year.

Strong transformation

In the 2024-2025 school year, Ho Chi Minh City always puts education development as the top goal; specific mechanisms and policies in the education sector are always given priority to be issued and implemented synchronously and uniformly, thereby creating a clear change in the work of fundamental and comprehensive innovation in the education and training sector.

Along with that, Ho Chi Minh City continues to maintain good student assessment programs according to international standards; effectively implement breakthrough projects and programs in the field of education, take the lead in efforts to bring international certificates in English and Information Technology into schools, implement elective English teaching activities from grade 1; organize many activities to prepare for the implementation of the Project "Gradually bringing English to become the second language in schools" according to Conclusion 91/KL-TW.

Digital transformation is being implemented synchronously throughout the industry. The educational geographic information system (GIS) has been completed, 100% of localities enroll students in the first grade online; continue to exploit GIS map utilities, optimize the school network, to divide routes more reasonably on a large scale, especially in densely populated areas, previously limited by administrative boundaries.

In the 2024-2025 school year, the high school graduation rate in Ho Chi Minh City reached 99.86%; the average score of graduation exams ranked 3rd in the country. English continued to affirm itself as the most obvious and outstanding strength of Region 1 (formerly Ho Chi Minh City). Region 2 (formerly Binh Duong) had high average scores in many subjects but lacked a group of excellent candidates with scores of 9-10.

Ho Chi Minh City also creates favorable conditions for students to study regularly, contributing to the goal of universal education and eliminating illiteracy. The school system, facilities and teaching equipment are always focused on investment, ensuring that they meet the necessary requirements for effective teaching and learning.

Speaking at the conference, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City emphasized that entering the 2025-2026 school year, the Ho Chi Minh City Education sector will continue to promote digital transformation, modernize facilities and perfect the inter-regional management model after merging with Binh Duong and Ba Ria - Vung Tau.

With more than 2.5 million students, the city plans to put into use about 1,700 new classrooms from the budget and socialized sources, ensuring 100% of students have enough standard study space.

Along with that, the educational system is reviewed, repaired and upgraded synchronously, especially in disadvantaged and densely populated areas. Investment in modern equipment continues to be prioritized to meet the requirements of the 2018 General Education Program. In addition, the primary school enrollment is organized synchronously on a digital data platform, ensuring transparency and fairness.

“The achievements in the 2024-2025 school year will be a solid foundation for Ho Chi Minh City to continue to affirm its leading role in the country in educational innovation. With the orientation of building a modern, smart, equitable and sustainable education system, the city is gradually realizing its vision of becoming an international education center in the region,” Mr. Nguyen Van Hieu emphasized.

10 bright spots of HCMC education

Speaking at the conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong assessed that last school year, the Ho Chi Minh City Education sector achieved 10 outstanding and very impressive results.

Firstly, the whole industry has quickly and promptly transformed from a three-level local government to a two-level local government, clearly demonstrated through the large-scale high school graduation exam. The exam was organized when there was still a three-level government, but the exam was graded by a two-level government, but it was organized smoothly and rhythmically, demonstrating the sense of responsibility and capacity of the whole industry.

Second, the quality of education at all levels from preschool, general education, vocational education, and continuing education in the school year all had positive changes, with higher results than the previous school year. The city's high school graduation rate for the 2024-2025 school year reached 99.86% - higher than the national average of 99.22%.

Third, the exams are organized seriously, publicly, and transparently. Although a locality under great pressure with a large population, Ho Chi Minh City has organized entrance exams and exams that are safe, serious, fair, and have received social consensus.

Fourth, Ho Chi Minh City always creates equality in access to education through indicators such as achieving 100% universal education for 5-year-old children; 100% universalization of lower secondary and upper secondary education at level 3; 100% achieving illiteracy eradication...

Fifth, during the school year, the city has digitalized synchronously and strongly with 100 digital schools, 164 digital transformation solution models, educational program information systems, etc.

Sixth, Ho Chi Minh City pioneered in building happy schools with specific, methodical, and highly effective criteria.

Seventh, improve management capacity and professional qualifications of managers and teachers, with 100% of managers meeting or exceeding standards...

Eighth, Ho Chi Minh City continues to promote English teaching, children from preschool have been exposed to and familiarized with English, in line with the trend.

Ninth, physical education activities in schools in Ho Chi Minh City are very vibrant. Specifically, 92.23% of schools in the city have physical activity clubs such as badminton, table tennis, and soccer, with over 70% of students in the city participating. For about 10 years, Ho Chi Minh City has always been at the top with outstanding achievements in sports competitions organized by the Ministry of Education and Training.

Finally, Ho Chi Minh City is always proactive in educational communication.

Deputy Minister of Education and Training Pham Ngoc Thuong suggested that the city's leaders in the coming time pay attention to reviewing and planning the school network when merging administrative boundaries to be larger and more diverse. Ensure schools, classes, and enough teachers for students in accordance with the spirit of Resolution 71 of 2025 on breakthrough development of the education and training sector recently issued by the Politburo.

Deputy Minister Pham Ngoc Thuong suggested that Ho Chi Minh City continue to review and ensure uniformity and sufficient number of teachers. At the same time, it is necessary to resolve difficulties in the private education system. The city needs to strengthen the management of private independent childcare facilities and schools with foreign elements to ensure the quality of education.

Speaking at the conference, Mr. Vo Van Minh, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Council, emphasized that the city's education and training sector needs to focus on developing policies and programs for education development with the key goal of improving overall quality, approaching regional and international levels.

Mr. Minh noted that currently, many schools in suburban and outlying areas still lack facilities and human resources, making it difficult to ensure uniform educational quality. Therefore, the education and training sector needs to research and propose practical solutions to narrow this gap.

In addition, the leaders of Ho Chi Minh City proposed to continue implementing the city's breakthrough educational programs and projects according to schedule, aiming to equip students with the necessary skills to serve international integration.

At the same time, the industry must also promote the application of information technology in management, teaching and learning, ensuring that technical infrastructure, management software as well as online learning platforms are operated effectively, safely and sustainably.
