In the 2026-2030 period, the Ministry of Education and Training proposes the goal of striving to implement the contents and components under the state management scope assigned to preside over and guide implementation, according to each criterion and target of the National Criteria Set on New Rural Areas. Specifically:
Strive for 80% of preschool and general education facilities to meet facility standards;
Strive to have over 65% of kindergartens meet national standards; 70% of primary schools, 75% of middle schools and 55% of high schools meet national standards.
Strive for 100% of provinces and cities to be assessed as meeting the standards for universal preschool education for 3-year-old, 4-year-old, and 5-year-old children; 75% of provinces and cities to meet the standards for universal primary education level 3; 40% of provinces and cities to meet the standards for universal lower secondary education level 3; and 10% of provinces and cities to meet the standards for universal upper secondary education level 3.
Strive for the rate of attendance at the right age for primary school to reach 99.5%, for lower secondary school to reach 97%; the rate of completion of primary school at the right age to reach 99.7%, for lower secondary school to reach 99% and for completion of high school to reach 95%; the rate of transition from primary school to lower secondary school to reach 99.5%, from lower secondary school to high school and other levels to reach 95%; 100% of primary and lower secondary school students and 50% of high school students to study 2 sessions/day;
Strive for 100% of middle and high school students to have access to professional career guidance and counseling services. The rate of youth aged 15-25 studying vocational education will reach 20%.
Strive for 100% of communes to be assessed as meeting level 2 literacy standards; 100% of provinces and cities to be assessed as meeting level 2 literacy standards.
Strive for 100% of Continuing Education Centers and Vocational Education-GDTX Centers to meet educational quality standards according to regulations of the Ministry of Education and Training.
Strive for 100% of communes to be assessed and recognized as "Learning Communities" at level 1; 50% of communes to be assessed and recognized as "Learning Communities" at level 2.
