Carrying out their duties in a land with many difficulties, the officers and soldiers of KT-QP 5 always keep in mind the need to quickly and sustainably improve the lives of the people. With all their heart, the officers and employees of the unit have overcome all difficulties and hardships, "staying close to the village and the people", actively exploiting the land's potential to develop production in the direction of commodity economy with suitable plants and animals. Over the years, the Delegation has cared for, protected and newly planted more than 10,000 hectares of protective forests and more than 50 hectares of production forests according to the Prime Minister 's 661 Forest Planting Project; provided and guided the people of the communes in the project area with hundreds of cows and thousands of breeding pigs...

Support people with waste treatment projects.

Visiting the villages in the Muong Lat Economic-Defense Zone, all are deeply imprinted with the impression and affection of the cadres and staff of the 5th Economic-Defense Group for the people through the projects and work. Today, the villages in the Muong Lat Economic-Defense Zone all have electricity, the roads leading to the villages are thanks to the joint efforts, contributions, and financial support of the cadres and staff of the 5th Economic-Defense Group. They are likened to worker bees by the people in the "heavenly gate" of Muong Lat. They work diligently, opening each road, pulling each power line... to the most remote and isolated villages in this border area. And to the fields that used to be planted only once due to lack of water, but thanks to the hands and efforts of the cadres and staff of the 5th Economic-Defense Group diligently digging ditches, building dams, and supporting the funding to build water pipelines, they are now able to plant two rice crops each year. Not only that, the output has doubled or tripled compared to before.

Provide livestock breeds to support people.

Mr. Moong Pho Tai in Doan Ket quarter, Muong Lat town recalled: “When the cadres and staff of Economic and Military Group 5 came to the meeting to deploy the grid electricity to the quarter, the people still did not believe it. Because the terrain of mountains, rivers and streams is extremely dangerous, the power source must be taken from the town center, which will take a lot of effort and money. At that time, it was right near the Lunar New Year, the weather was cold and rainy, the stream water rose high, but with the highest determination, the cadres and staff of the unit brought electricity back in time to serve the people during the Tet holiday. And after more than a month, with determination, combined with effort and money, the soldiers were able to bring electricity back for the people to celebrate Tet. On the first night with electricity, many people in the quarter walked back and forth as if in a dream. Then when the road was expanded to the town center, the soldiers did not mind the sun or rain, working hard to help the people. Thanks to that, the road is now spacious and beautiful like today.”

Taking us to see his family's model of combined farming with ponds and gardens, Mr. Vi Van Thanh in Pieng Tat village, Muong Chanh commune confided: "Our people have the life we ​​have today thanks to the great support of the Army Group 5. From financial support, help with house building, providing plants and seeds, to guidance on farming techniques, the officers and staff of Group 5 have all enthusiastically instructed us."

In the conversation with him, I learned that in the early days of moving to the new residential area, due to insufficient water for daily life and production, some families returned to their old places to live. Despite the difficulties, cadres, employees and young volunteer intellectuals went to the fields to persuade people to return. In order to help people stabilize their lives soon, the Group allocated funds to build 4 water tanks and more than 1,000m of water pipes to the village. Despite the heat of up to 38 degrees Celsius, cadres, employees and young volunteer intellectuals of the Group carried bags of sand and cement up the high mountains to build tanks and water pipes to serve the villagers. Up to now, in the Muong Lat Economic-Defense Zone, there have been nearly 20 works and projects implemented and built by Economic-Defense Group 5 to serve the people's lives.

Support people to harvest rice.

Along with exploiting and implementing projects to help people eliminate hunger and reduce poverty, officers and staff of Economic-Defense Group 5 also organized and implemented population relocation projects. Residential areas with 20 to 30 households in Pieng Lan quarter, Pieng Mon quarter (Muong Lat town); Lat village, On village (Tam Chung commune), Bong village (Muong Chanh commune)... were established to contribute to local planning, stabilize the population, and bring more people to live and maintain the border area. To help people feel secure with their new living conditions, officers and staff of Economic-Defense Group 5 actively built infrastructure and put into trial cultivation suitable economic development models for people to follow. In addition to introducing key crops such as xoan and bamboo, the staff of Economic and Military Group 5 also guided people to plant crops suitable to the weather and climate to "take short-term profits to support long-term profits" such as hybrid corn and high-yield cassava, and selected a number of families as pilot projects to replicate throughout the village.

Therefore, from a place of year-round hunger, most of the villages in the Muong Lat project area are now basically self-sufficient in food thanks to the introduction of the wet rice model into production and improved economic, cultural and social conditions.”
