From January 1, 2025, Circular 73/2024 of the Ministry of Public Security regulating the patrol, control, and handling of violations of laws on road traffic order and safety by traffic police (CSGT) officially took effect, which stipulates the types of documents that CSGT is authorized to check when stopping vehicles.
Specifically, traffic police have the right to check driving licenses; certificates of training in road traffic law, licenses or certificates for driving specialized motorbikes; vehicle registration certificates or certified copies of vehicle registration certificates with original confirmation documents from credit institutions or foreign bank branches; inspection certificates, technical safety and environmental protection inspection stamps (for types of vehicles that are required to be inspected); certificates of compulsory civil liability insurance of motor vehicle owners and other necessary related documents as prescribed.
When the information of the documents has been integrated and updated in the electronic identification account on the national identification application, in the database managed and operated by the Ministry of Public Security, it is possible to conduct checks and controls through the information in the electronic identification account on the national identification application and database. Checking the information of the documents in the electronic identification account on the national identification application and database is as valid as checking the documents directly.
In addition, although it is not a document directly related to the vehicle and is not mandatory, carrying a citizen identification card when driving a vehicle helps to accurately identify the driver, especially in cases of traffic violations.
According to Clause 2, Article 8 of Circular 73/2024/TT-BCA, regulations on controlling the conditions of vehicles participating in road traffic by CCSGT are as follows: control is carried out in order from front to back, from left to right, from outside to inside, from top to bottom.
Inspection contents include: shape, external dimensions, paint color, license plate; technical safety and environmental protection conditions of road motor vehicles and specialized motorbikes; journey monitoring equipment, driver image recording equipment according to regulations.
