The consultation on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution has been and is being urgently carried out by ministries and branches. How has the consultation been organized in the Ministry of Justice, Deputy Minister?
Deputy Minister Dang Hoang Oanh: Identifying this as one of the very important political tasks, with the spirit of urgency and proactive preparation from early on, on the basis of closely following the progress and process of amending and supplementing a number of articles of the 2013 Constitution, the Ministry of Justice has promptly issued the Ministry of Justice's Plan to implement the task of organizing the collection of opinions and synthesizing opinions of the people, sectors and levels on the draft Resolution.
The plan has specifically identified the work content, time, completion progress and responsibilities of the units under the Ministry, with the requirement to closely follow the progress and requirements of the competent authority, the Drafting Committee to amend and supplement a number of articles of the 2013 Constitution and the direction of the Government and the Prime Minister.
The implementation must be carried out synchronously, uniformly, practically, economically and effectively; ensuring close coordination with relevant agencies and units.
The Ministry of Justice is assigned to guide local ministries and branches to synthesize the results of collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; synthesize reports on the results of collecting opinions from ministries, branches, People's Committees of provinces and centrally-run cities to develop a Government Report on the results of collecting opinions from ministries, branches and localities.
At the same time, synthesize reports on the results of collecting opinions from agencies (Party Committees at the Central level, the Party Central Committee Office, the President's Office, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Central Committee of the Vietnam Fatherland Front) and reports from the National Assembly Office (synthesizing comments on the National Assembly's Electronic Information Portal), the Government Office (synthesizing comments on the Government's Electronic Information Portal), the Ministry of Public Security (synthesizing comments from the People on the VNeID application) to develop a Report synthesizing the results of collecting opinions from the People, sectors, and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
The Ministry of Justice is also the focal point for monitoring and urging ministries, agencies and localities in the process of organizing the collection of opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
On May 14, 2025, the Ministry of Justice held a national online conference to collect opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution. The conference listened to and recorded the enthusiastic opinions from representatives of central and local agencies and units, leading experts, ensuring democracy, publicity, transparency, and quality in the task of collecting opinions from the people, sectors, and levels.
At the conference, opinions were contributed to the entire draft Resolution amending and supplementing a number of articles of the 2013 Constitution, focusing on regulations related to the Vietnam Fatherland Front, socio-political organizations, administrative units, and local authorities.
The Organizing Committee has sent the comments to the competent authority to synthesize and submit to the Drafting Committee to amend and supplement a number of articles of the Constitution to absorb and revise the draft Resolution.
Identifying the propaganda and dissemination work during the process of collecting opinions from the people, sectors and levels on the draft Resolution as an important activity, having a great impact on the results of the organization of collecting opinions, the Ministry of Justice has proactively propagated and disseminated the content of the draft Resolution throughout the sector in many effective and practical forms.
All units under the Ministry organized to collect collective opinions of civil servants, public employees, and employees of the unit on the draft Resolution; training and fostering facilities organized to collect extensive opinions from lecturers, trainees, and students in various forms...
At the same time, seriously deploy to all civil servants, public employees and workers in the whole industry to participate in giving opinions through the VNeID application, contributing to promoting the role and responsibility of civil servants, public employees and workers in participating in building and perfecting the draft Resolution, ensuring democracy and objectivity.
Through the process of collecting opinions on the draft Resolution, the units under the Ministry of Justice all reached a high consensus on the policy of amending and supplementing a number of articles of the 2013 Constitution. This amendment and supplement of a number of articles of the Constitution is necessary, creating a constitutional basis for the arrangement of the apparatus of the political system according to the conclusions and resolutions of the Party Central Committee, the Politburo, the Secretariat, etc.
More than 17.1 million people participated in giving opinions on amending the Constitution on VNeID
Dear Deputy Minister, the Ministry of Justice was assigned the task of synthesizing opinions of the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution. How has the work been carried out so far?
Deputy Minister Dang Hoang Oanh: Based on the assigned tasks, the Minister of Justice has issued a Decision to establish a Working Group to study and propose amendments and supplements to a number of articles of the 2013 Constitution, including many leaders of units under the Ministry of Justice with experience and knowledge in this field to participate in developing the content of the Reports.
According to the plan, by May 30, 2025 at the latest, agencies, ministries, branches and localities must send a report summarizing the results of the consultation on the 2013 Constitution to the Ministry of Justice. However, by May 26, 2025, only the Ministry of Justice had completed the Report summarizing the results of the consultation on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
We are continuing to urge ministries, branches, localities, and agencies and organizations that have not yet completed the work to urgently organize serious and effective implementation so that the results of the consultation truly reflect the intelligence, enthusiasm, and aspirations of the people and all social classes.
In addition to comments from ministries, branches, local agencies, and organizations, the number of people directly giving comments on the VNeID application is increasing. As of 8:00 p.m. on May 26, 2025, more than 17.1 million people have participated in giving comments.
The Ministry of Public Security and local authorities are actively promoting and guiding the steps to provide feedback on the VNeID application, ensuring speed, convenience and efficiency. It is expected that in the next few days, the number of people providing feedback on the VNeID application will increase significantly.
With the highest determination and effort, the Ministry of Justice will preside over and coordinate with agencies, ministries, branches and localities to ensure the progress of the development and completion of the draft Government Report and the draft Report synthesizing the results of collecting opinions from the people, branches and levels on the Resolution amending and supplementing a number of articles of the 2013 Constitution, submitting to the Government and the Drafting Committee amending and supplementing a number of articles of the 2013 Constitution on schedule and ensuring quality.
