Efforts to synchronously implement solutions to complete the 500kV line project, circuit 3, on schedule

The 500kV line project, circuit 3, from Quang Trach to Pho Noi is a national key energy project, with a total length of about 519km, starting at Quang Trach Power Center ( Quang Binh province), ending at Pho Noi 500kV Transformer Station (Hung Yen province).

Recently, the Government and the Prime Minister have issued many directives, mobilizing the entire political system to join the investor to speed up progress and complete the project in June 2024.

With the strong direction of the Prime Minister and the Government; the participation of ministries, branches and localities, up to now, the project has implemented a huge amount of work.

According to EVN's report to the Government, as of May 31, the project has completed casting foundations at 1,177/1,177 locations; completed erection of 493/1,177 pole locations, and is assembling 248/1,177 pole locations; completed pulling wires at 16/513 anchor intervals, and is pulling wires at 15/513 anchor intervals.

The report also stated that currently, the project is implementing pole erection and wire pulling, which requires frequent work at height in unusual rainy and sunny weather conditions, which also affects construction progress.

Besides, the work of erecting poles and pulling wires requires highly skilled, experienced and qualified human resources to ensure construction quality and safety, so ordinary laborers in the localities cannot meet the requirements.

In addition, the supply of materials and equipment is also difficult due to the large volume of equipment that needs to be supplied in a short time...

The project is currently entering the final stage while the construction volume is still very large. To complete the project according to the schedule assigned by the Prime Minister, ensuring that the wiring will be completed by June 20 and the power will be completed before June 30, EVN/EVNNPT is working with contractors to synchronously implement solutions.

Specifically, EVN/EVNNPT is resolutely inspecting and urging contractors, continuing to focus highly, urgently deploying with the spirit of "overcoming the sun, overcoming the rain", promptly finding solutions to overcome difficulties and challenges to organize continuous construction 24/7, "3 shifts, 4 shifts", throughout holidays and days off, "eating quickly, sleeping urgently", meeting the set progress, ensuring good technical requirements and project quality.

Actively coordinate with local authorities and relevant units to mobilize and utilize available labor, ensure human resources to participate in pole erection and wire pulling; at the same time, have reasonable construction solutions, ensure labor safety and environmental sanitation, and not affect local people.

Accordingly, EVN has mobilized about 2,500 highly skilled officers and workers from affiliated units across the country to participate in supporting the construction of poles and pulling wires for the project.

EVN/EVNNPT leaders regularly organize construction site inspections; project management boards, design consultants, and supervision consultants assign staff to be on duty at the construction site, directly supervise and urge contractors, and promptly resolve any problems or issues that arise so as not to affect project progress.

Along with that, EVN/EVNNPT also worked with the Military Industry-Telecoms Group, Vietnam National Oil and Gas Group, and Vietnam Posts and Telecommunications Group to support forces for the pole erection work.

During the construction process, EVN/EVNNPT requires all contractors to fully implement safety measures for motorbikes, construction equipment, materials and equipment waiting to be installed at the construction site, workers participating in construction at the construction site, camps for workers, construction roads, high climbing work, heavy lifting to erect poles, install insulation, pull wires, ensuring absolute safety during construction and when there is rain or flood.

Require consulting and supervising contractors and construction contractors to arrange enough staff in charge, regularly and closely monitor safety work, and ensure absolute safety during construction; resolutely not let contractors carry out work without ensuring safety requirements.

In addition, EVN/EVNNPT also proposed and recommended that the Prime Minister consider approving the compensation policy framework and support resettlement of projects so that investors can complete compensation work for people and businesses.

Propose that the People's Committees of the provinces promptly approve the compensation plan for the foundation and safety corridor; urge households to dismantle their houses, move their assets and cut down trees in the corridor before June 15 to organize the acceptance of the project's power connection.

The People's Committees of the provinces direct and urge units to urgently inventory, count, and determine the number of houses/households that must be relocated and resettled, and carry out resettlement procedures for households, ensuring the safety of the line corridor to energize the project according to the schedule assigned by the Prime Minister.

Progress of component projects as of May 31, 2024:
Nam Dinh I-Thanh Hoa Thermal Power Plant 500kV Transmission Line Project: Completed foundation casting at all 180/180 positions; completed erection of 160/180 pole positions, in progress of erection of 20/180 pole positions; completed wire pulling at 9/74 anchor intervals, in progress of wire pulling at 8/74 anchor intervals.
- Nam Dinh I-Pho Noi Thermal Power Plant 500kV transmission line project: Completed foundation casting for all 334/334 positions; completed erection of 138/334 pole positions, 77/334 pole positions are being erected; and is pulling wires for 5/144 anchorage spans.
- Quynh Luu-Thanh Hoa 500kV transmission line project: Completed foundation casting for all 200/200 positions; completed erection of 41/200 pole positions, and is erecting 65/200 pole positions.
- Quang Trach-Quynh Luu 500kV transmission line project: Completed foundation casting for all 463/463 positions; completed erection of 154/463 pole positions, 86/463 pole positions are being erected; completed wire pulling for 7/197 anchor intervals, and in progress of wire pulling for 2/197 anchor intervals.
