On the morning of October 21, the Provincial National Assembly Delegation participated in group discussions on the results of the implementation of the socio-economic development plan for 2025 and the planned plan for 2026. Speaking at the discussion session, delegate Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Society, emphasized that in 2025, the cultural sector will have many bright spots when successfully organizing major events, spreading good values ​​in society. The education sector has had many humane policies such as free tuition, universal preschool education, contributing to ensuring fairness in access to education. However, recently, a number of serious incidents have appeared in schools, requiring fundamental solutions to ensure both humanity and maintain discipline and a safe school environment.

Regarding the disbursement of public investment capital, delegate Nguyen Dac Vinh said that it is necessary to clearly define responsibilities for delays, especially in project preparation, budget preparation and issuance of technical standards, which are still inadequate.

Delegate Pham Thuy Chinh, Vice Chairwoman of the National Assembly's Economic and Financial Committee, Delegate Doan Tuyen Quang, analyzed: Public debt is only safe when GDP growth is over 7%, so the Government needs to operate flexibly, ensuring resilience to global economic fluctuations. She suggested reviewing and effectively using public assets after the arrangement of the 2-level local government apparatus; avoiding wasting headquarters and unexploited facilities.

Regarding the payroll, delegate Pham Thuy Chinh pointed out that in the localities after the merger, there are still many problems with regulations and job positions, leading to overlaps and difficulties in operation. The delegate requested the Government to direct ministries and branches to soon complete specific guidance documents.

Delegate Ly Thi Lan, Head of the National Assembly Delegation working full-time in Tuyen Quang province, emphasized: After the merger, Tuyen Quang is a mountainous and border province, requiring a special development mechanism to mobilize resources for infrastructure investment, digital transformation and improving human resource quality. The delegate recommended that the Government soon issue a Decree guiding the implementation of the 2-level local government model, clearly stipulating revenue - expenditure, payroll, and public investment for the merged provinces.

Regarding the financial and budget plan, delegate Lan said that it is necessary to prioritize spending on education, health care and digital transformation in ethnic minority areas; ensure spending at least 20% of the budget on education but must be linked to output efficiency. She proposed to issue a set of criteria for budget allocation suitable to the characteristics of mountainous areas with very few ethnic minorities.

Referring to education, health care and human resource development, delegate Lan stated: Mountainous regions still lack more than 18,000 teachers, with Tuyen Quang alone lacking nearly 3,800 teachers, concentrated in preschools and in the subjects of Information Technology, Foreign Languages ​​and Integration. The delegate proposed to temporarily stop streamlining the educational staff in mountainous provinces; supplement special staff for the 2026-2028 period and issue preferential policies on recruitment, training, rotation, housing and allowances for teachers and medical staff in disadvantaged areas.

Regarding digital transformation, delegates proposed that the Government prioritize investment capital in digital infrastructure, regional data centers and commune-level public access points; allow Tuyen Quang to pilot the Northern Mountainous Region Innovation Center, associated with the development of forest economy, eco-tourism, renewable energy and green agriculture.

Discussing in the group, delegate Vuong Thi Huong, Vice Chairwoman of the People's Committee of Pa Vay Su commune, pointed out the complicated situation of school violence, not only between students but also between teachers. The delegate suggested that the Ministry of Education and Training strengthen the coordination mechanism, add school psychological counselors, integrate violence prevention content into the curriculum and establish a close coordination mechanism between schools, families and society, creating a safe and friendly educational environment.
