For 80 years, accompanying the development of their homeland and country, generations of doctors in Quang Ninh have continuously strived and overcome countless difficulties to successfully fulfill their duties. Especially during the 2020-2025 term, despite facing the Covid-19 pandemic and Typhoon Yagi, the provincial health sector still fulfilled its noble mission of caring for, protecting, and improving the health of the people.

From 2020 to the present, the provincial health sector has continued to make significant achievements in many areas. In January 2020, the World Health Organization (WHO) officially declared Covid-19 a global health emergency. With the involvement of the entire political system, the provincial health sector, playing a core role in advising and organizing timely, creative, and effective implementation, has made Quang Ninh one of the "bright spots" nationwide in the prevention and control of the Covid-19 epidemic; it is considered one of the 5 provinces and cities with the highest vaccine coverage rate in the country (administering more than 4.2 million doses of vaccine to the people). Thanks to this, throughout the 3 years of the pandemic, despite recording a very large number of cases (over 365,000 cases), Quang Ninh did not experience any hospital overload. The mortality rate related to Covid-19 was only 0.044% (compared to 0.43% nationwide). This is an important foundation for Quang Ninh to quickly restore socio-economic activities after the pandemic.

Alongside epidemic prevention and control efforts, the provincial health sector focuses on achieving long-term goals. The Resolution of the 15th Provincial Party Congress sets out many important health targets: achieving 61 hospital beds, 15 doctors, 3 university-trained pharmacists, and over 25 nurses per 10,000 people; and a health insurance coverage rate exceeding 95%. Based on this, the Party Committee of the Department of Health has focused on decisive leadership and direction, implementing many comprehensive solutions to bring the entire sector to a comprehensive level, making practical contributions to the successful achievement of socio -economic development goals and maintaining national defense and security of the province.

To date, many important targets have not only been met but also exceeded, surpassing the national average. Specifically, the entire sector has achieved 61.7 hospital beds, 17.4 doctors, 7.5 pharmacists, and 27 nurses per 10,000 people; the rate of population participating in health insurance has reached 95.56%; and the rate of people receiving health management services is over 95%. Notably, public satisfaction with healthcare services has steadily improved: 92.3% are generally satisfied, and 89.5% are comprehensively satisfied.

To achieve the above basic goals and tasks, the province has implemented many comprehensive solutions; the core of which is the provincial health sector, carrying out these with the highest spirit, enthusiasm, and responsibility. According to Dr. Nguyen Trong Dien, Director of the Department of Health, the provincial health sector continues to promote digital transformation, reform administrative procedures, and put patients at the center; while also focusing on training and attracting high-quality human resources. The sector is expanding international cooperation, especially with China and developed countries; focusing on in-depth training in genetic technology, hematology - blood transfusion, organ donation and transplantation, treatment of difficult diseases, and border disease control... This is considered a strategic step to build a modern and stable health system, aiming to become a specialized medical center in the Northeast region.

Thanks to comprehensive and coordinated efforts, the quality of life and health of the province's people have gradually improved. Average life expectancy has steadily increased year by year, from 73.4 years (2018) to 74.7 years (2024).

Implementing Resolution No. 72-NQ/TW (dated September 9, 2025) of the Politburo "On some breakthrough solutions to strengthen the protection, care, and improvement of people's health," serves as both a guiding principle and a driving force for Quang Ninh to continue steadfastly adhering to the motto "Prevention is better than cure; preventive medicine is key, primary healthcare is the foundation; specialized healthcare is synchronized and balanced with community healthcare; traditional medicine is integrated with modern medicine." The provincial health sector is determined to achieve universal health care coverage and health insurance, contributing to building the province into a model, prosperous, civilized, modern, and happy locality.
