Efforts for people's health

80 years of accompanying the development of the homeland and the country, generations of Quang Ninh doctors have constantly strived and overcome countless difficulties to successfully complete their tasks. Especially in the 2020-2025 term, despite facing the Covid-19 pandemic and typhoon Yagi, the provincial health sector still fulfilled its noble mission of caring for, protecting and improving people's health.

From 2020 to now, the provincial health sector has continued to make its mark in many fields. In January 2020, the World Health Organization (WHO) officially declared Covid-19 a global health emergency. With the participation of the entire political system, the provincial health sector, with its core role in advising, organizing timely, creative and effective implementation, has made Quang Ninh one of the "bright spots" in the country in preventing and fighting the Covid-19 epidemic; it is considered one of the 5 provinces and cities with the highest vaccination coverage rate in the country (injecting more than 4.2 million doses of vaccine to the people). Thanks to that, during the 3 years of the pandemic, despite recording a very large number of cases (over 365,000 cases), Quang Ninh has not experienced hospital overload. The death rate related to Covid-19 is only 0.044% (the whole country is 0.43%). This is an important basis for Quang Ninh to quickly restore socio-economic activities after the pandemic.

Along with the epidemic prevention work, the provincial health sector focuses on implementing long-term goals. The Resolution of the 15th Provincial Party Congress sets out many important health targets: Achieving 61 hospital beds, 15 doctors, 3 university pharmacists, over 25 nurses/10,000 people; the rate of population participating in health insurance reaches over 95%. On that basis, the Party Committee of the Department of Health has focused on leadership, direction, and synchronous implementation of many solutions, bringing the whole sector to comprehensive results, making practical contributions to successfully implementing the socio -economic development goals, maintaining national defense and security of the province.

Up to now, many important targets have not only been completed but also exceeded the plan, higher than the national average. Specifically, the whole industry has reached 61.7 hospital beds, 17.4 doctors, 7.5 pharmacists, 27 nurses/10,000 people; the rate of population participating in health insurance is 95.56%; the rate of people receiving health management is over 95%. In particular, people's satisfaction with health services has been increasingly improved: 92.3% overall satisfaction, 89.5% overall satisfaction.

To achieve the above basic goals and tasks, the province has proposed many synchronous solutions; the core is the provincial health sector implementing with the highest spirit, enthusiasm and responsibility. According to Dr. Nguyen Trong Dien, Director of the Department of Health, the provincial health sector continues to promote digital transformation, reform administrative procedures, taking patients as the center; at the same time, focusing on training and attracting high-quality human resources. The sector expands international cooperation, especially with China and developed countries; focusing on in-depth training in gene technology, hematology - blood transfusion, organ donation, treatment of difficult diseases and control of border epidemics... This is considered a strategic step to build a modern and stable health system, aiming to become a specialized medical center of the Northeast region.

Thanks to comprehensive and synchronous efforts, the quality of life and health of the people of the province have been gradually improved. Average life expectancy has increased steadily over the years, from 73.4 years (2018) to 74.7 years (2024).

Implementing Resolution No. 72-NQ/TW (dated September 9, 2025) of the Politburo "On a number of breakthrough solutions, strengthening the protection, care and improvement of people's health", is both a guideline and a driving force for Quang Ninh to continue to adhere to the motto "Prevention is better than cure; preventive medicine is key, primary health care is the foundation; specialized health care is synchronous and balanced with community health; combining traditional medicine with modern medicine". The provincial health sector is determined to implement universal health care and health insurance coverage, contributing to building the province into a typical, wealthy, civilized, modern and happy locality.
