The Ministry of Home Affairs has just sent a document to the People's Committees of provinces and centrally-run cities, requesting them to urgently review and develop plans to arrange public service units within their management scope, including educational and medical facilities.
This arrangement is to ensure compliance with the direction in Official Dispatch No. 59-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/T.U.
According to the direction of the Ministry of Home Affairs, vocational education centers and continuing education centers will be merged.

Each province and city has a maximum of 3 vocational schools and at least 1 specialized hospital.
Regarding the arrangement of educational and training facilities, the Ministry of Home Affairs proposed to arrange and adjust high schools, middle schools, primary schools, inter-level schools, and public kindergartens if necessary.
Merge vocational education centers and continuing education centers into vocational high schools equivalent to high schools under the Department of Education and Training to provide public career services in inter-ward and communal areas.
Each province or centrally-run city has a maximum of 3 vocational schools (not including schools that are self-sufficient in regular expenditure or more).
Regarding the arrangement of medical facilities, according to the Ministry of Home Affairs, localities need to focus on perfecting the preventive medical system.
Each province and centrally-run city has at least one specialized hospital; a geriatric hospital or a general hospital with a geriatric department.
Establish commune, ward, and special zone health stations under the People's Committees at the commune level and medical examination points on the basis of previous commune-level health stations to meet the needs of disease prevention, primary health care, and basic medical examination and treatment for people in the area.
The former district-level medical centers and general hospitals were transferred to the Department of Health to organize medical care and treatment according to inter-ward and commune areas.
Each locality has no more than 3 provincial project management boards.
Regarding the arrangement of public service units, the Ministry of Home Affairs stated that each province and centrally-run city shall have no more than 3 project management boards under the provincial People's Committee; based on practical requirements of the locality, inter-commune and ward project management boards may be established; commune-level project management boards may be established if necessary. Project management boards operate under a financial autonomy mechanism, ensuring their own operating costs.
In addition, arrange and streamline the internal focal points of public service units under the provincial People's Committee and public service units under departments and other administrative organizations under the provincial People's Committee; restructure or dissolve ineffective units.
Research on organizing a commune-level public service unit to provide basic and essential public services to local people (in the fields of culture, sports, information, communication, environment, agriculture, etc.).
The Ministry of Home Affairs recommends that localities proactively develop plans and policies to encourage socialization, create favorable conditions to support non-public units and investors to participate in and provide basic and essential public services (such as education, health, culture, sports, information, communication, environment, agriculture, etc.) to ensure compliance with socio-economic development conditions in the locality.
Previously, in Official Dispatch No. 59-CV/BCĐ, the Central Steering Committee on the summary of Resolution No. 18-NQ/T.Ư requested the Ministry of Home Affairs to preside over and coordinate with the Ministry of Finance and relevant ministries and branches to study and propose plans to arrange public service units under the management authority of ministries, ministerial-level agencies, government agencies and localities. Coordinate with the Ministry of Education and Training, the Ministry of Health and relevant ministries and branches to study and propose plans to arrange schools, educational institutions and medical facilities under the management of the Ministry of Education and Training, the Ministry of Health, ministries, branches and localities.
