On the afternoon of February 19, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi; Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee Ton Thi Ngoc Hanh chaired the Conference to deploy the tasks of the Steering Committee for implementing national target programs (NTPs) and promoting the disbursement of public investment capital in 2025.

The progress of disbursement of capital for Dak Nong National Target Programs has not yet met expectations.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi emphasized that in 2024, Dak Nong's investment disbursement rate was very low.

The whole province only disbursed 70.1% of the plan. In addition to objective reasons, the main reason was subjective.

As for the 3 national target programs, although the disbursement rate is higher than the national average, compared to reality, it still does not meet expectations. The capital transferred from 2023, 2024 to 2025 is still very large.

Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi emphasized that any projects that are difficult or cannot be implemented need to be clearly identified from now on to calculate capital transfer and repayment.

"If the province does not disburse all the funds by 2025, it will have to be returned. Let's talk less and focus on discussing how to do it. Investors have a firm grasp of how many projects they have and how much money they have in hand. Any areas that are difficult or cannot be done need to be clearly identified right now to calculate capital transfer and repayment," Chairman of the Provincial People's Committee Ho Van Muoi directed.

In the 2022-2025 period, the capital source for the development of 3 national target programs in Dak Nong is 3,813 billion VND. By January 31, 2025, the province disbursed nearly 2,180 billion VND, reaching 70.7% of the plan.

Of which, the National Target Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas disbursed 670 billion VND, reaching 79.1%; the National Target Program for Sustainable Poverty Reduction disbursed 416 billion VND, reaching 78.2%; the National Target Program for New Rural Development disbursed nearly 658 billion VND, reaching 80.6%.

The implementation of national target programs has changed, but the results are still not as expected. The reason is that the guidance documents of some central ministries and branches are not timely.

Some contents are implemented for the first time, causing confusion and delay in synthesis, planning, and implementation.

Deputy Director of the Department of Planning and Investment Nguyen Ngoc Luy stated the progress of capital disbursement of national target programs.

The Party committees and authorities of some units and localities have not really paid attention and been resolute in directing and organizing implementation. Some places have not proactively handled difficulties and problems under their jurisdiction. Coordination between levels and sectors in construction work is still inadequate...
