Implementing the Law on Teachers
Two important activities related to the implementation of the Law on Teachers took place last week.
On the morning of July 17, the Ministry of Education and Training held a professional consultation workshop on some contents guiding the implementation of the Law on Teachers, policies for teachers, educational leaders and school personnel in the new context. Permanent Deputy Minister Pham Ngoc Thuong chaired the workshop.
At the workshop, delegates also discussed, proposed and expressed opinions related to the contents of the Law on Teachers, the content, process of promulgating and implementing decrees and circulars in the coming time.
Commenting that the 2025 Teachers Law has made some breakthrough steps in perfecting the educational institution, Dr. Pham Do Nhat Tien said that in the coming time, it is necessary to organize the implementation of the Teachers Law according to decentralization and delegation of power; improve the leadership and implementation capacity of relevant parties in the spirit of creating and developing teachers and educational personnel; innovate the training and fostering of teachers and educational personnel in the direction of being ready for the future.
At the same time, it is necessary to pilot and gradually expand the happy school model in vocational education and higher education; attract the participation of the private sector, especially in the technology sector; complete the database of teachers and educational personnel to serve policy making, monitoring and evaluation.
Regarding the data collection, analysis and forecasting of teachers in Vietnam, Mr. Nyi Nyi Thaung, representative of UNESCO Bangkok, said that it is necessary to develop a teacher management information system linked with the EMIS education management information system for regular professional training and personnel management; expand data analysis such as ethnicity, disability, employment status, etc.
Mr. Nyi Nyi Thaung also recommended that the Vietnamese Ministry of Education and Training take advantage of digital technology to integrate and visualize data; use forecasting tools to inform policies on teacher recruitment, retention and training; improve capacity at the local level in using data for planning and promoting cross-sectoral cooperation.

On the same afternoon, the Ministry of Education and Training held a conference to summarize the process of building, promulgating and implementing the Law on Teachers.
Permanent Deputy Minister Pham Ngoc Thuong, in his speech at the conference, affirmed the milestones and lessons learned in the process of building the Law on Teachers.
Accordingly, the Deputy Minister emphasized four major milestones. Firstly, for the first time, there is a separate law for teachers, which is the peak of the Party and State's attention to teachers.
Second, the Law meets the goals of the drafting agency, the reviewing agency and the direction of the Party and State leaders, especially the direction of General Secretary To Lam: When the Law on Teachers is promulgated, the teaching staff will happily welcome it.
Third, this is a model law on innovation in law-making thinking. Finally, the Law on Teachers is the highest, strong, and comprehensive legal basis for building sub-law documents on teachers.
The Deputy Minister shared 6 lessons, including: Clearly defining the viewpoints, objectives, and scope of the Law's application; consistent and clear leadership and direction; coordination must be proactive, sharing, and understanding; promoting collective intelligence, consulting and assessing impacts carefully and cautiously; being receptive, listening seriously, explaining convincingly, practically, and theoretically; and effectively implementing communication work.
Considering that building the Law on Teachers is difficult, but the journey to bring the Law into life is much more difficult, when the ideas in the Law will collide with thorny reality, Dr. Pham Do Nhat Tien emphasized: It is necessary to ensure that everything follows a basic core, which is to ensure the unified management of the education sector over teachers.
Expressing his honor in accompanying the Ministry of Education and Training to complete the Law on Teachers, Chairman of the Committee for Culture and Society Nguyen Dac Vinh also shared the same opinion when talking about the organization of the implementation of the Law. He said that the important thing is that after the Law is promulgated, it will create something new and better for the development of teachers, creating further progress for education, for the cause of human development of the country. That is the ultimate goal.
Emphasizing the high determination in the process of building the Law with the consistent spirit: building the Law to develop the teaching force, Minister Nguyen Kim Son has great confidence that the Law will promote its value in practice. According to the Minister, the Law is a tool, not a destination and we have a sharp, solid tool to develop the teaching force. This is a continuous, unceasing work.
At the conference, 2 groups and 63 individuals received Certificates of Merit from the Minister of Education and Training for their contributions and participation in the development of the Law on Teachers.

Information on score distribution of High School Graduation Exam 2025
On the afternoon of July 15, the Ministry of Education and Training held a conference to inform about the 2025 High School Graduation Exam scores. Permanent Deputy Minister Pham Ngoc Thuong - Head of the Steering Committee for the 2025 High School Graduation Exam chaired the conference.
This year's high school graduation exam had 513 candidates scoring 10 in Math, 141 candidates scoring 10 in English, and no candidates scoring 10 in Literature.
Specifically, over 1.12 million candidates took the Math exam, of which 513 candidates scored 10 points. Meanwhile, in 2024, the number of 10 points was 0. Ninh Binh, Hanoi, Ho Chi Minh City, Hai Phong, and Hung Yen are the localities with the most 10 points in Math.
Literature scores are relatively stable, but there are no 10s (in 2024 there were 2 10s).
The average score for English is 5.38, with 141 scores of 10. Hanoi and Ho Chi Minh City are the two localities with the most scores of 10 in English.
Speaking at the conference, experts assessed that this year's score distribution accurately reflected the quality of education, with good differentiation, improved test questions, quick adaptation by students, and clear progress in localities. The exam not only assesses students' abilities and serves admissions, but is also an important basis for adjusting the national education strategy.
Prof. Dr. Nguyen Dinh Duc, Chairman of the Council of the University of Technology, Vietnam National University, Hanoi, commented that this year's score distribution accurately reflects the quality and has good differentiation, especially in the two subjects of Math and English.
The score distribution achieves the dual goal of both good differentiation to serve enrollment and improving the quality of education. Analyzing the score distribution by locality helps education managers grasp the development index of each province, thereby having the basis to adjust appropriate policies.
Associate Professor Dr. Nguyen Duc Son, Principal of Hanoi National University of Education, commented that this year's score distribution was interesting and surprising, especially in Math and English, with a very satisfactory score distribution. The Math exam helped analyze and evaluate students' abilities more clearly.
“It seems that students’ adaptability is much better than adults’ emotional assessment. With current score distribution data, emotional comments are limited, which is very optimistic,” Associate Professor Dr. Nguyen Duc Son shared.
Director of Nghe An Department of Education and Training Thai Van Thanh highly appreciated the Ministry of Education and Training for its proactive, drastic, and remote direction to localities, from the organization of teaching, review, and ensuring conditions for organizing the exam. From creating exam questions, printing, to organizing the exam, and grading, everything was very serious, scientific, and methodical; with the participation of the entire political system and society... The exam results were very well differentiated.
Commenting on the score distribution being very accurate, the differentiation graph being beautiful and smooth, Mr. Thai Van Thanh said that this is a reliable basis for universities that need to use exam scores in admissions; at the same time, it sets out the requirement to innovate teaching methods in schools.
Speaking at the conference, Permanent Deputy Minister Pham Ngoc Thuong affirmed: The 2025 high school graduation exam was a great success, ensuring the set goals. This year's score distribution did not have the "shock" that many people feared. The score distribution, average, median, and standard deviation were all compatible, showing stability.
The results of this year's exam, according to the Deputy Minister, are also reliable enough for universities to confidently use for enrollment. For the first time, the regulations for high school graduation exams and university admissions are closely linked, ensuring the rights of students, aiming to train real talents and real quality as directed by the General Secretary and the Prime Minister.

Vietnam ranked 9th out of 113 countries at the 2025 International Mathematical Olympiad
On the morning of July 19, the Ministry of Education and Training received official information about the results of the Vietnamese national team participating in the 66th International Mathematics Olympiad (IMO) in 2025, held in Sunshine Coast city, Queensland state, Australia.
As a result, the Vietnamese team ranked 9th among the participating countries, with 6/6 students winning medals, including: 2 Gold Medals, 3 Silver Medals and 1 Bronze Medal.
Specifically, the Gold Medal winners were Vo Trong Khai, grade 12, Phan Boi Chau High School for the Gifted, Nghe An province; Tran Minh Hoang, grade 12, Ha Tinh High School for the Gifted, Ha Tinh province.
The three students who won Silver Medals include: Nguyen Dang Dung, grade 12, High School for Gifted Students in Natural Sciences, University of Natural Sciences, Vietnam National University, Hanoi; Nguyen Dinh Tung, grade 11, High School for Gifted Students in Natural Sciences, University of Natural Sciences, Vietnam National University, Hanoi; Le Phan Duc Man, grade 12, Le Hong Phong High School for Gifted Students, Ho Chi Minh City.
In particular, the delegation had an 11th grade female student participating and excellently winning a Bronze Medal, that was Truong Thanh Xuan, Bac Ninh High School for the Gifted, Bac Ninh province.
This year, the Vietnamese delegation had the participation of students from the three regions of the North, Central and South. Compared to the results in 2024 (2 Silver Medals, 3 Bronze Medals and 1 Certificate of Merit), the achievements of the Vietnamese delegation in 2025 were clearly superior.
With a total score of 188, the Vietnamese delegation ranked 9th out of 113 countries and territories participating in this year's competition, behind the delegations of China (1), the US (2), South Korea (3), Poland and Japan tied for 4th place, Israel (6), India (7), Singapore (8).
The 66th International Mathematical Olympiad will be held from July 10-20, 2025 in Sunshine Coast, Queensland, Australia, with the participation of more than 639 contestants from 113 delegations representing countries and territories. This is the second time Australia has hosted the IMO, after the first time in 1988.
Launching the 8th National Press Award "For the Cause of Vietnam's Education"

On the afternoon of July 16, the Ministry of Education and Training held a press conference and launched the 8th National Press Award "For the Cause of Vietnamese Education" - 2025.
The national press award “For the cause of Vietnamese education” is chaired by the Ministry of Education and Training, in coordination with the Central Propaganda and Education Commission; the Ministry of Culture, Sports and Tourism; and the Vietnam Journalists Association. The Education and Times Newspaper was assigned by the Ministry of Education and Training as the permanent unit to organize the implementation.
Works participating in the National Press Award "For the Cause of Vietnamese Education" are works in Vietnamese published and broadcast on mass media from September 5, 2024 to September 4, 2025; if published and broadcast in installments, at least 2/3 of the works must be within the above-mentioned period.
