On August 22 (US time), the US Department of Defense announced that its approach allows Ukraine to carry out "counterattacks to defend itself" against Russia in border areas.

The statement was made by Pentagon spokeswoman Sabrina Singh at a regular press briefing, in response to a reporter's question about whether Ukraine's use of US-supplied weapons in its attack on Russia's Kursk province violated any Washington policy.
"US policy allows Ukraine to conduct counterattacks to defend itself against Russian attacks across the border, including Kursk and Sumy, and they are defending themselves there," the official said.
With this declaration, Kiev will be allowed to use all types of weapons provided by Washington, including ATACMS and GLSDB missiles, to attack targets on Russian territory in the border area, thereby expanding the scope of Ukrainian forces' operations in the ongoing conflict.
Regarding Ukrainian President Volodymyr Zelensky's statement that the attack on Kursk, which began on August 6, was aimed at creating a buffer zone there, Ms. Singh said that Washington is continuing to work with Kiev to understand "what their strategic goals are in creating that buffer zone" and how they will do it if they plan to expand it.
This indirectly confirms that the US did not know about the plan to create a buffer zone in Russia's Kursk region.
As for Russia, the country has not yet officially responded to the US statement regarding Ukraine being allowed to use weapons provided by Washington to attack in border areas.
However, Moscow has repeatedly stressed that Washington's allowing Kiev to use the supplied weapons to attack Russia would make the US a direct participant in the conflict and would have to pay the price.
Regarding the announcement of establishing a buffer zone, Russian Ambassador to the US Anatoly Antonov affirmed that Ukraine will not be able to create this area on Russian territory, and emphasized that Washington also has no right to interfere in how Moscow protects its borders.
In addition, the diplomat stated that President Vladimir Putin has made a decision on the response to Ukraine's intrusion into Russia's Kursk " making sure that all those responsible will be severely punished" for the events in the region.
