According to the Muong Xen commune authorities, at around 7 p.m. on July 22, the water level on the Nam Mo River (one of the two main branches of the Lam River) began to rise due to the large amount of water flowing from upstream. Most households in the old Muong Xen town living along the banks of the Nam Mo River were flooded on the first floor and had to be evacuated that night.

Many properties and livestock could not be moved in time, people could only helplessly watch them drift away with the flood.

The water level on Lam River through Nhung village (Tam Quang commune, Nghe An province) rose, causing flooding on National Highway 7A.

That very night, Tam Quang Border Post (Nghe An Border Guard) sent forces to coordinate with local authorities to be on duty, propagate, and ensure travel safety for people when passing through National Highway 7A.

Previously, the People's Committee of Nghe An province urgently sent a notice to a number of functional units and commune authorities to proactively respond to floods.
Accordingly, at 9:00 p.m. on July 22, the upstream flow of Ban Ve Hydropower Reservoir reached 9,543 m3/s, nearly reaching the peak flood test flow of 10,500 m3/s (frequency 0.02%). The reservoir is cutting and reducing floods with the downstream flow of 1,727 m3/s and will increase rapidly in the coming time.

The People's Committee of Nghe An province requests the Commander of the Provincial Military Command; Director of the Provincial Police; Directors of Departments; Heads of provincial-level departments, branches and organizations; People's Committees of localities to lower the Ban Ve hydropower plant to urgently mobilize all forces and means to support the evacuation of people and property to a safe place.
