On May 20, the People's Committee of Hue City said that it had sent a document to relevant departments and agencies to strengthen state management of cultural business activities and mobile karaoke that cause noise and disrupt security and order in residential areas in the city.

According to the Hue City People's Committee, noise pollution caused by spontaneous artistic activities and singing using amplified sound equipment, causing noise pollution and disorder in urban areas and residential areas, is still common. In addition, the implementation of decisions and directives related to this issue in some agencies, units and localities has not been really drastic and effective. This has caused public frustration to continue.

Faced with that situation, the Chairman of the City People's Committee requested departments, branches, districts, towns to continue to carry out propaganda, dissemination, and strictly implement decisions and directives on strengthening state management of Pub, Beer club, and cultural service businesses that cause noise and disrupt security and order, and report to the City People's Committee through the Department of Culture and Sports before June 15.

In addition, the Department of Culture and Sports is assigned to coordinate with the City Police and relevant departments and agencies to establish an inspection team to monitor the implementation. At the end of the inspection, a summary report of the results will be submitted to the Chairman of the City People's Committee for direction and handling.

The document also emphasizes that organizations and individuals using sound amplification devices that cause noise in residential areas exceeding regulations are violations of environmental laws and will be handled according to the provisions of Decree No. 45/2022/ND-CP and Decree No. 144/2021/ND-CP stipulating administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; fire prevention and control; rescue; and prevention and control of domestic violence.
