Accordingly, the car with the "practice driving" sign, although only driving at a speed of about 50km/h on a road with a maximum speed limit of 90km/h, resolutely stuck to the leftmost lane, ignoring the car behind continuously flashing its lights to pass.
Meanwhile, in the lane next to it there was a 29-seat vehicle, so the vehicle with the dash cam could not change lanes to pass.

"Many people say that when they see a car with a "practice driving" sign, they should sympathize with the "new driver", but I think the highway is not a place to practice driving. If the student is still a novice driver, the teacher should instruct the car to move to the middle lane," commented Hung Thinh after watching the clip shared on social media.
"Perhaps the leftmost lane should be designated as the lane only for vehicles that need to overtake, vehicles are only allowed to move on this lane for a certain period of time and there should be clear regulations on the minimum speed," said nick Tuan Quang.
"Partly due to driver training and licensing, many people do not understand traffic laws and think that just driving below the maximum speed limit is enough.
"With roads having a minimum speed limit for each lane, it's better, but with only a maximum speed limit, the situation of cars running like a "turtle" in the leftmost lane is very common, causing traffic congestion," commented Huy Hoang.
According to regulations, drivers driving slowly in the leftmost lane will be fined in two cases: not giving way to vehicles behind them to overtake, and driving at a lower speed than vehicles traveling in the same direction without moving to the right of the roadway (except in cases where other vehicles traveling in the same direction are exceeding the speed limit).
Specifically, Article 5 of Decree 100/2019/ND-CP (amended and supplemented by Decree 123/2021/ND-CP) stipulates a fine of VND 2,000,000 to VND 3,000,000 and a suspension of the driver's license for 1 to 3 months for the act of driving a car without giving way to a vehicle requesting to overtake when safety conditions are sufficient.
Meanwhile, the act of driving a car at a lower speed than the vehicle going in the same direction without moving to the right side of the road is only subject to a fine of 400,000 to 600,000 VND. This fine is considered too low, not enough to change the traffic habits of many people.
