Mr. Nguyen Huu Nghia continues to hold the position of Secretary of Hung Yen Provincial Party Committee.

After nearly two days of taking place in a spirit of urgency, seriousness, responsibility, and the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", at noon on October 3, the first Congress of the Hung Yen Provincial Party Committee, term 2025-2030, closed, completing the contents of the proposed program.

At the Congress, Party Central Committee member, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced the Politburo 's decisions appointing the Party Executive Committee and the Standing Committee of the Hung Yen Provincial Party Committee for the 2025-2030 term.

The Executive Committee of the Hung Yen Provincial Party Committee, term I, 2025-2030, consists of 70 comrades; the Standing Committee of the Hung Yen Provincial Party Committee consists of 22 comrades.

Mr. Nguyen Huu Nghia, member of the Party Central Committee, Secretary of the Hung Yen Provincial Party Committee for the 2020-2025 term, was appointed to hold the position of Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term.

Deputy Secretaries of Hung Yen Provincial Party Committee include: Tran Quoc Toan, Tran Quoc Van, Nguyen Khac Than, Nguyen Manh Hung.

The Congress passed the Resolution on the target that by 2030, Hung Yen province will continue to strengthen the building and rectification of the Party Committee and the political system of the province to be clean and strong in all aspects; promote the strength of the great solidarity bloc; improve the leadership capacity and fighting strength of the Party organization and the quality of Party members; build a dynamic and rapidly developing, sustainable economy based on science, technology, innovation and digital transformation.

By 2035, Hung Yen will be a modern industrial province, meeting the criteria of a class I urban area. By 2045, Hung Yen will be a smart, ecological city directly under the Central Government; have a modern industry that is among the leading in the country; become a strong maritime economic center of the North...

With a system of 34 specific targets, in which, the outstanding target is the average growth rate of gross regional domestic product (GRDP) in the period 2026-2030 reaching 10-11%/year; average GRDP per capita by 2030 reaching over 180 million VND; by 2030, 100% of households will have access to clean water; 100% of hazardous waste and solid waste in urban and rural areas will be collected and treated to ensure standards and regulations; the multidimensional poverty rate will be below 0.5%; every year, the rate of new party members strives to reach 3% or more/total number of party members; over 90% of grassroots party organizations and party members will be assessed and classified as having completed their tasks well or better...

To successfully achieve the above goals, the Congress set out 6 key tasks and 4 main groups of solutions.

The Congress identified three strategic breakthroughs: developing science, technology, innovation, and digital transformation to become the main driving force, the private economy is the most important driving force for development, and is the lever of the local economy; developing a synchronous socio-economic infrastructure system, focusing on digital infrastructure and the transportation system; developing high-quality human resources and a team of officials at all levels with sufficient capacity and qualifications to meet the tasks in the new development stage of the province.

Regarding comments on the draft documents of the 14th National Party Congress, by September 15, 2025, the Standing Office of the Provincial Party Congress Document Subcommittee had received 109 reports and 290 papers from agencies and units.

Through synthesis, Party committees and organizations at all levels have implemented the collection of opinions from cadres, party members and people in a serious, democratic and enthusiastic spirit, demonstrating responsibility, consensus and high unanimity; the forms of collection of opinions are diverse and suitable for the subjects.

Most of the participating opinions unanimously assessed that the draft documents submitted to the 14th National Party Congress were carefully prepared, with a tight and scientific structure; comprehensive content, reflecting the Party's thinking and strategic vision in the new development stage, and at the same time, expressing the will and aspirations of cadres and Party members.

In his closing speech at the Congress, Party Central Committee member and Hung Yen Provincial Party Secretary Nguyen Huu Nghia expressed his sincere thanks to General Secretary To Lam; President Luong Cuong, Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man and other Party and State leaders who sent flowers to congratulate the Congress.

The Congress unanimously approved the Report synthesizing comments from cadres and party members in the province on the draft documents to be submitted to the 14th National Congress of the Party, and expressed strong belief that the 14th National Congress of the Party will be a great success, an important milestone, realizing the goal of "rich people, strong country, democracy, equality, civilization", bringing the country into a new era - the era of strong, civilized, prosperous development of the nation.

To successfully implement the goals set out in the Resolution of the First Congress of the Hung Yen Provincial Party Committee for the 2025-2030 term, according to the Secretary of the Hung Yen Provincial Party Committee, immediately after this Congress, the Provincial Party Committee will urgently review and concretize the Resolution of the Congress into an action program with tasks, projects, and investment projects, along with strengthening regular inspection and supervision, timely summarization and conclusion with the spirit of "clear work, clear people, clear responsibilities, clear results, clear deadlines" and the motto "One policy, ten solutions, twenty determinations."

The Secretary of the Hung Yen Provincial Party Committee requested that Party committees at all levels do a good job of propagating and widely disseminating the results of the Congress to each Party cell and Party member in the entire Party Committee; organize research and thoroughly grasp the Resolution of the Congress; effectively build and implement programs and action plans, promote patriotic emulation movements, and soon bring the Resolution of the Congress into life.

All levels, sectors, all cadres, party members, soldiers of the armed forces and people in the province promote the glorious cultural and historical traditions and heroic revolution of the homeland, unite, be dynamic, creative, constantly strive to rise up, use all strength, intelligence and talent, maximize all potentials and advantages, overcome all difficulties and challenges, take advantage of all opportunities, turn "danger" into "opportunity" to successfully implement the goals set out in the Resolution of the Congress./.
