Strengthen inspection and supervision from Party cells, improve warning and prevention capacity

The Standing Deputy Secretary of the Party Committee of the Central Party agencies proposed to strengthen inspection and supervision from Party cells to improve the capacity to warn, prevent, detect and stop violations early and from afar.

On the morning of November 21, in Hanoi , the Standing Committee of the Party Committees of the Central Party agencies held a conference to review the Party's inspection, supervision and discipline enforcement work in 2025 and deploy tasks in 2026.

Mr. Nguyen Long Hai, alternate member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee of the Central Party agencies; Mr. Nguyen Quang Truong, Deputy Secretary of the Party Committee, Head of the Inspection Committee of the Party Committee of the Central Party agencies chaired the conference.

Presenting the draft Report summarizing the Party's inspection, supervision and disciplinary enforcement work in 2025, Mr. Nguyen Quang Truong said that recently, the Party Committee, Standing Committee, Party Inspection Committee of the Central Party agencies and Party committees and inspection committees at all levels in the Party have urgently stabilized the organizational apparatus; promptly issued working regulations, regulations on functions, tasks, and organizational apparatus after the rearrangement.

The Party Committees of the Central Party agencies have issued and implemented the term-term and annual work programs on Party inspection, supervision and discipline enforcement; directed the organization of preliminary and final reviews of the Party's inspection, supervision and discipline work for the 2020-2025 term, the work of preventing and combating corruption, waste and negativity for the 2020-2025 term, and the preliminary and final reviews of the Central's directives, resolutions and conclusions throughout the Party.

In 2025, inspection and supervision work will be promoted, creating positive changes in awareness and action. Party committees and inspection committees at all levels will comprehensively carry out inspection and supervision tasks according to the Party Charter, regulations and instructions of the Central Committee, in conjunction with the practical situation of agencies and units.

The focus is on inspecting and supervising the implementation of resolutions, directives, new conclusions, and key tasks for 2025 of the Central Committee; inspecting and supervising key areas, backlog cases, complicated and prolonged petitions and letters, and party organizations with many limitations and weaknesses to promptly correct and rectify them, contributing to Party building and rectification; preventing and combating corruption, waste, negativity and maintaining discipline and order in the Party; warning and preventing violations, improving the capacity for self-reflection and self-correction in party organizations and the contingent of cadres and party members.

The Party Committee's Inspection Committee and the inspection committees of subordinate Party Committees shall promote their functions and tasks in organizing and implementing inspection and supervision tasks according to the Party Charter and tasks assigned by the Party Committee; proactively and regularly supervise Party organizations and Party members; promote digital transformation in the Party's inspection sector; pay attention to inspection when there are signs of violations, promptly resolve denunciations, complaints, and discipline the Party according to regulations.

Inspections and supervisions have many innovations in content, are flexible in implementation methods, focus on quality and effectiveness of supervision, and promptly point out limitations and shortcomings that need to be corrected. The implementation of Party discipline is strictly ensured, in accordance with procedures, regulations, and objectivity.

Attention was paid to the training and improvement of the quality of inspection staff. The work of perfecting inspection committees at all levels was focused on, and committee personnel were promptly supplemented when there was a shortage. The coordination of agencies in performing the Party's inspection, supervision and discipline tasks achieved positive results. At the conference, there were 8 speeches from subordinate party committees.

Delegates highly agreed with the draft Summary Report; at the same time, supplemented, analyzed, clarified a number of issues; shared good experiences in leadership, direction and implementation organization, thereby proposing and recommending a number of tasks and solutions to further improve the Party's inspection, supervision and disciplinary enforcement work in the coming time.

In his concluding remarks, acknowledging the achievements and results that Party committees and inspection committees at all levels in the Party Committee achieved in 2025 in the context of streamlining the apparatus to improve the operational efficiency of agencies, units and organizations in the political system, Mr. Nguyen Long Hai requested Party committees and inspection committees at all levels in the Party Committee to focus on implementing well the following key tasks in 2026.

Specifically, Party committees and inspection committees at all levels in the Party Committee thoroughly grasp and seriously implement the Resolution of the 14th National Party Congress, the Resolution of the 1st Congress of Party Committees of Central Party agencies, the resolutions and regulations of the Central Committee on inspection, supervision and party discipline work, and especially the directive speech of General Secretary To Lam at the 1st Congress of Party Committees of Central Party agencies into specific contents in the inspection and supervision program of Party committees and inspection committees at all levels in 2026 and the entire term.

Improve the quality, effectiveness and efficiency of the implementation of inspection, supervision and party discipline tasks according to the Party Charter; focus on regularly monitoring the resolutions, conclusions and regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Steering Committees to regularly review and evaluate the implementation of the tasks assigned by the Central Committee to the Party Committees of the Central Party agencies and the affiliated Party Committees.

Along with that, it is necessary to strengthen regular supervision, expand thematic supervision; strengthen inspection and supervision from Party cells to improve the capacity to warn, prevent, detect and stop violations early and from a distance.

Mr. Nguyen Long Hai emphasized the importance of innovating inspection and supervision methods, shifting from "passive" to "active"; being more drastic in digital transformation, applying inspection and supervision software to build a shared database, aiming at the method of "monitoring on data, checking on data" to ensure objectivity, transparency and timeliness.

He suggested that Party committees at all levels pay attention to perfecting the organizational apparatus and improving the quality of inspection staff, ensuring structure, quantity, qualifications and capacity; pay more attention to training skills and expertise and well implementing regimes, policies and working conditions for inspection staff.

Inspection and supervision work holds a particularly important position, contributing to strengthening Party building and rectification, preventing and repelling ideological, moral and lifestyle degradation, and maintaining the trust of cadres, Party members and people in the Party.

Emphasizing this, Mr. Nguyen Long Hai requested that Party committees and inspection committees at all levels continue to make greater efforts in performing the above-mentioned tasks, contributing to the successful implementation of the Resolution of the 14th National Party Congress; Resolution of the 1st Congress of Party Committees of Central Party agencies, term 2025-2030./.
