Closing the 1st Congress of Party Delegates of Central Party Agencies

The 1st Congress of Party Delegates of Central Party Agencies, term 2025-2030, was a great success, completing all the contents of the proposed program.

After 2 days of urgent, serious and responsible work, with the spirit of "Solidarity - Democracy - Discipline - Setting an example - Breakthrough - Development", on the afternoon of September 24, at the Ho Chi Minh National Academy of Politics (Hanoi), the 1st Congress of Party Delegates of Central Party Agencies, term 2025-2030 was a great success, completing all the contents of the proposed program.

At the meeting on the afternoon of September 24, comrade Phan Thang An, Deputy Head of the Central Organizing Committee, on behalf of the Central Organizing Committee, announced the Politburo 's Decision to appoint 39 official delegates and 5 alternate delegates from the Party Committees of the Central Party agencies to attend the 14th National Congress of the Party.

Next, the Congress voted to approve the draft Resolution of the 1st Congress of Party Delegates of Central Party Agencies, term 2025-2030.

On behalf of the Presidium, delivering the closing speech of the Congress, comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies, emphasized: The Congress promoted democracy, focused on intelligence, discussed enthusiastically, frankly, analyzed, and objectively and comprehensively evaluated the documents submitted to the Congress and the draft documents submitted to the 14th National Congress of the Party.

The Congress has united the will and strong actions of the entire Party Committee to be determined to successfully implement the goals and tasks set out by the Congress, to build a clean, strong, and exemplary Party Committee on par with its important position and role as the Party organization of the Party's key strategic advisory bodies, with the determination to innovate and improve strategic advisory work, advisory capacity, building and organizing the implementation of the Party's policies and resolutions, building and enforcing laws, enhancing the effectiveness, efficiency, leadership, and coordination to successfully complete the set political tasks.

The Congress unanimously voted to pass the Resolution of the 1st Party Congress, term 2025-2030, demonstrating the spirit of solidarity, unity of will and aspiration to rise of all cadres, party members, civil servants, public employees and workers in the entire Party.

Comrade Tran Cam Tu stated that the great success of the 1st Congress of Party Delegates of Central Party Agencies for the 2025-2030 term has great political significance, affirming the Party's leadership role in the new development period, and at the same time is an important premise for successfully implementing the set goals and tasks.

The Congress expressed deep gratitude for the comprehensive, direct, and regular leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, and the close coordination and effective support of the Central agencies, departments, ministries, branches, provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee for the Party Committees of the Central Party agencies.

The Congress respectfully thanks General Secretary To Lam for his attention, attendance and important speech directing the Congress; respectfully thanks the leaders, former leaders of the Party, State, leaders of the Party Committees directly under the Central Committee, Hanoi City, Central departments, ministries and branches for attending and congratulating the Congress; warmly commends and respectfully thanks the Party committees, Party organizations, socio-political organizations and all cadres, Party members and workers in the Central agencies in the past term for their solidarity, joint efforts, and unanimous efforts to strive to successfully implement the Resolutions of the Party Congresses at all levels and the political tasks of the Central agencies...

In the coming time, the tasks of the Party Committee are very heavy. Emphasizing this, comrade Tran Cam Tu requested Party committees at all levels, Party organizations and all cadres, Party members, civil servants, public employees and workers to continue to promote the strength of solidarity to overcome all difficulties and challenges, continue to strongly innovate thinking and action, improve the quality of all aspects of work, especially strategic advisory work, strive to excellently fulfill the goals and tasks set by the Congress, build a truly clean, strong and exemplary Party Committee, contributing to the successful implementation of the Resolution of the 14th National Congress of the Party and the development goals of the country in the new era.

14 presentations demonstrate a high sense of responsibility, enthusiasm and intelligence.

During the two working days, at the Preparatory Session and the Official Session, the Congress listened to 14 presentations from representatives of 14 Party Committees directly under the Party Committees of the Central Party agencies.

The presentations showed a high level of consensus on the contents of the documents. This demonstrated the trust of the Party Committees under the leadership and direction of the Party Executive Committees of the Central Party agencies. In particular, it demonstrated absolute trust in the leadership of the Central Executive Committee, the Politburo, and the Secretariat headed by General Secretary To Lam.

The discussions also pointed out the limitations and shortcomings of the Party agencies, and proposed many very important contents to be included in the documents of the 14th National Party Congress as well as the documents of the 1st Congress of Party Delegates of Central Party agencies, term 2025-2030. The comments showed a very high sense of responsibility, frankness, enthusiasm and intelligence, worthy of the position and role of the Party organization of strategic advisory agencies, advisory agencies assisting the highest leadership agencies of the Party and State as well as judicial agencies, theoretical training agencies, theoretical research agencies, and the Party and people's mouthpieces...

Specifically, at the Preparatory Session held on the afternoon of September 23, the Congress listened to four reports. On September 24, the morning session included: Comrade Lai Xuan Mon, member of the Party Central Committee, member of the Standing Committee of the Party Committees of the Central Party agencies, Secretary of the Party Committee of the Agency, Deputy Head of the Standing Committee of the Central Propaganda and Education Commission, presented the report: "Improving the quality and effectiveness of the political and ideological work of the Party Committees of the Central Party agencies in the new era of development."

Comrade Phan Thang An, member of the Party Executive Committee of the Central Party Agencies; Party Secretary of the Agencies, Deputy Head of the Central Organization Committee presented a speech: "Building and perfecting the organizational apparatus of the political system to meet the requirements of national development in the new era."

Comrade Doan Minh Huan, member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Central Party agencies, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics presented a speech: "Improving the effectiveness of coordination between the Ho Chi Minh National Academy of Politics and the Central Party agencies in training and fostering cadres, theoretical research and policy consulting."

Comrade Nguyen Huy Tien, member of the Standing Committee of the Party Committee of the Central Party agencies; Party Committee Secretary, Chief Justice of the Supreme People's Procuracy presented a speech: "Strengthening the Party's leadership over judicial agencies in the new development period."

In the afternoon, the Congress listened to six presentations by: Comrade Tran Thi Hien, member of the Standing Committee of the Party Committee of the Central Party Agencies, Deputy Head of the Party Committee's Inspection Committee; Secretary of the Party Committee of the Agency, Deputy Head of the Central Inspection Committee, presented the presentation: "Proactively detecting and preventing violations early and from afar - the role of the Party's inspection and supervision work in preventing and combating corruption, waste and negativity."

Comrade Nguyen Quoc Doan, member of the Party Central Committee, member of the Standing Committee of the Party Committees of the Central Party agencies; Permanent Deputy Secretary of the Party Committee, Deputy Chief Justice of the Supreme People's Court presented a speech on "Strengthening the Party's leadership in performing the political tasks of the People's Court, meeting the requirements of judicial reform in the new era."

Comrade Lam Thi Phuong Thanh, member of the Party Central Committee, member of the Standing Committee of the Party Committees of the Central Party agencies; Secretary of the Party Committee of the Party Central Office, Permanent Deputy Head of the Office of the Party Central Office presented a speech on "Improving the quality of consulting, pioneering in digital transformation and administrative reform in the Party."

Comrade Le Quoc Minh, member of the Party Central Committee, member of the Standing Committee of the Party Committees of the Central Party agencies; Party Secretary, Editor-in-Chief of Nhan Dan Newspaper presented the paper "Building Nhan Dan Newspaper as an exemplary press agency of the Party, State and people in the new era."

Comrade Hoang Trung Dung, member of the Party Central Committee, member of the Standing Committee of the Party Committees of the Central Party Agencies; Secretary of the Party Committee of the Agency, Editor-in-Chief of the Communist Magazine presented the paper "Promoting the tradition of the political theory agency of the Party Central Committee, the Party Committee of the Communist Magazine Agency focuses on leading the improvement of the quality of political theory propaganda in the new era."

Comrade Nguyen Dung Tien, Deputy Secretary of the Party Committee of the Office of the President, Deputy Head of the Office of the President, presented a speech on "Promoting the effectiveness of leadership and direction in implementing political tasks, improving the quality of research, consulting, and serving the President and Vice President"./.
