The congress was attended by 97 official delegates representing the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, chess departments in localities, sports centers, Executive Committee of Term I, collective member clubs, coaches, athletes across the country...

The Congress elected an Executive Committee of 33 members. The Standing Committee has 9 members: Chairman is Mr. Nguyen Van Binh. Vice Chairmen: Luu Duc Hai, Hoang Dinh Chung, Ton That Luong Chinh, Doan Duy Kien, Pham Thu Ha, Nguyen Thanh Tung. Ms. Ngo Thinh Huong holds the position of General Secretary and Mr. Tran Manh Hung is the Head of the Inspection Committee.

Mr. Dang Ha Viet, Director of the Department of Physical Training and Sports, gave a speech at the congress.

Speaking at the congress, Director of the Department of Physical Training and Sports Dang Ha Viet emphasized: The achievements of Vietnamese Chess in recent times, besides the attention and support of the State, are the efforts and determination of the Executive Committee of the Vietnam Chess Federation, with the strong support and investment of many localities and enterprises, the efforts of officials, coaches, referees and those working in chess across the country.

The Department of Sports and Physical Training believes that the Executive Committee of the Vietnam Chess Federation, Term II, will be a united, unanimous, capable and dedicated group to develop the chess movement nationwide, improve achievements and make worthy contributions to the country's sports and physical training career.

Executive Committee of Vietnam Chess Federation, term II (2023-2028), Mr. Nguyen Van Binh was elected as Chairman.

Based on favorable factors and overcoming difficulties, the Vietnam Chess Federation has made continuous efforts to complete the tasks set out in the first term (2018 - 2023). Among them, outstanding activities include developing members and organizing grassroots tournaments.

During the last term, the Federation has guided the establishment and admission of 58 collective member clubs with 2,115 individual members. The member clubs of the Federation have coordinated to organize many high-quality and effective mass tournaments such as: Ho Guom Chess Club, Phuong Liet Chess Club, Van Phu Club, Thang Long Ky Dao Forum, Dien Bien Phu Club, Ky Huu Club, Sai Thanh Ky Dao Club ( Ho Chi Minh City), Viet Tri City Chess Club (Phu Tho), Thanh Nam Ky Dao Club (Nam Dinh), Cong Dai Club (Can Tho City), Phuong Trang Ky Dai of Ho Chi Minh City operate regularly, thereby attracting more and more people who love Chess. The Chess team has won many medals and achieved high results at international tournaments and SEA Games.

Promoting the achieved results, the Executive Committee of the Vietnam Chess Federation, Term II, set out the following key tasks: Develop coordination regulations and closely coordinate with the Department of Physical Education and Sports in professional activities, education and training, emulation and rewards, conferring ranks, inviting foreign experts, selecting coaches and athletes; organize national competitions well, determined to fight against all forms of negativity and cheating in competitions, build a positive and healthy competitive environment, thereby creating trust for players, fans as well as sponsors; prepare well the athletes participating in international competitions to achieve high results; build Elo coefficients in the system of tournaments organized and jointly organized by the federation; strive to host 1 to 2 international competitions or Vietnam Open tournaments; safely and successfully organize national competitions and open tournaments during the term.

In particular, strive to make Human Chess a national cultural heritage. Constantly preserve and promote the cultural beauty of Human Chess domestically and internationally.
