The 1-sided, 1-level Command and Staff Exercise on the map is carried out in 3 phases. Phase 1 implements the transfer of armed forces into combat readiness states; the staff transfers localities into defense states. Phase 2 implements the organization of defensive combat preparations. Phase 3 practices defensive combat.
The exercise aims to train and test command capacity, staff capacity and coordination between agencies and units when implementing two-level local government. At the same time, it verifies the protection plan, ensuring the defense area is secure in all situations.

This year's exercise was held in the context of many changes in national defense missions, placing higher demands on staff and command capacity and coordination between agencies and units. After the merger of district and commune-level administrative units, Gia Lai province's terrain became larger, more diverse and more complex, stretching from the land border to the sea border area.
The change in management scale poses many new requirements in the organization of command, operation and national defense and security, requiring military agencies at all levels to promptly adjust and supplement plans suitable to the actual situation. Therefore, this year's exercise has a particularly important meaning: it is both an opportunity to train and test staff and command capacity; and a step to verify the effectiveness and coordination ability between agencies and units in the conditions of the newly expanded area after the merger.

According to Colonel Dinh Van The, Deputy Commander and Chief of Staff of the Provincial Military Command, this year's exercise was organized to train staff and command capacity and coordination ability between agencies and units in the entire provincial armed forces.
"The exercise is a comprehensive, integrated training session, through which we assess the actual ability to switch to combat readiness, organize defensive operations and handle complex situations that may occur in the area," said Colonel Dinh Van The.
At each stage of the exercise, agencies and units in the provincial armed forces quickly began practicing the contents according to the plan. Each officer and soldier upheld the sense of responsibility, strictly followed discipline, and promoted initiative and creativity in each step of handling situations. The plans and strategies were reviewed, supplemented, and ensured to be tight, close to reality, and suitable to the characteristics of the province's defense tasks.

Major Le Tin Si, Deputy Head of the Training Department of the Provincial Military Command, shared: “Through the exercise, we have been trained in thinking, handling situations and coordinating between agencies and units. This is also an opportunity to test, supplement and perfect the local defense plan, ensuring readiness in all situations.”
Lieutenant Colonel Hoang Anh Phuong, Head of Logistics and Engineering (Provincial Military Command), said: “During the exercise, each agency and unit promoted the spirit of initiative and creativity, flexibly applying plans to each specific situation. The unit itself has also drawn many experiences to ensure good logistics and engineering work for training tasks, combat readiness, regular and unexpected tasks.”
The 2025 One-sided, One-level Command-Staff Exercise on the Map is an important training step, contributing to improving the quality and combat readiness of the Gia Lai Provincial Armed Forces. The results of the exercise are an important basis for the Provincial Military Command to continue building a strong and comprehensive force, enhancing the strength of the defense area, meeting the requirements of protecting the Fatherland in the new situation.

Colonel Dinh Van The added: Military Region 5 sent a working delegation to monitor and evaluate that the Provincial Military Command had performed well the exercise according to the Military Region's instructions.
Immediately after the exercise ends, the Provincial Military Command will seriously draw lessons, overcome weaknesses and weak points; continue to innovate organization and methods, improve training quality, and practice closer to reality. At the same time, continue to perfect defensive combat plans, improve command and control capacity at all levels to meet mission requirements in the new situation.
